Position: Field Coordinator, ARISE Tanzania
Terms of Reference for the Field Coordinator- ARISE Tanzania
Achieving Reduction of Child Labor in Support of Education (ARISE) is a program to help eliminate and prevent child labor in targeted communities in Tabora Province, Tanzania by addressing social and economic factors that drive smallholder tobacco farmers to employ children in hazardous work. It is designed to promote access to quality education, raise awareness of child labor, social mobilization, and economic empowerment in tobacco-growing communities, and improve the relevant regulatory framework.

Position Details
Reports to: Program Manager
Key working relationships: M&E Specialist
Specific responsibilities of the Field Coordinator include but are not limited to:
  • Support community- and school-level planning and implementation
  • Follow up on plans for child labor mainstreaming and integration by different community-level structures, e.g., DCLCs, CCLCs, VDCs, WDCs, FBOs, CBOs.
  • Work with sub-grantees/ARISE schools to form anti-child labor clubs, follow-up on the activity plans of the clubs, and build the capacity of teachers to enhance the quality and impact of the clubs. Lead in the facilitation of child-led advocacy strategies that address child labor.
  • Work with and build the capacity of CCLCs, DCLCs and other province level officials to implement child labor awareness and sensitization activities.
  • Collaborate with ARISE staff members, sub-grantee and other government and CBO stakeholders to ensure successful VSL group and individual businesses, group dynamics, and cohesion among VSL/agribusiness groups and, when necessary, provide trainings to reinforce them.
  • Support and report on youth vocational education linkages and programs. Support youth and VSL groups’ action plans and linkages to community- and district-based markets and extension services.
  • Using the Right to Development (RtD) triangle and framework empower targeted community members to have interface meetings with duty bearers to address structural and emerging causes of child labor.
  • Support different ARISE groups on the use of toolkits and on how these can use toolkits for sustainability of project goal and objectives
  • Assess the capacity of CCLC members and other ARISE groups and recommend cost-effective initiatives/activities that will build their capacity in addressing child labor among smallholder tobacco farmers.
  • Collaborate with the M&E Specialist in undertaking M&E activities for the project and where possible work with him/her in orienting ARISE community groups/structures
Recommended:

Networking and collaboration
  • Working with other ARISE staff, take a leading role in the organization of ARISE open (awareness) days, World Day against Child Labor (WDACL) commemorations, donor visits, and other field visits.
  • Work with ministry extension workers and other change agents to make and follow up on referrals for psycho-social care and other services for child beneficiaries, provide technical assistance, support VSL and MFS/YPC groups, etc.
  • Attend district and ward meetings with relevant stakeholders when possible to inform of them of the project for their buy-in and support of achievement of the project’s goals.
Report writing and documentation
  • Document success stories for the program and contribute towards the writing of country update reports, quarterly reports, and annual reports.
  • Work with the CCLCs to collect data from ARISE groups, schools, etc. and submit it to the M&E Specialist monthly.

Qualifications, Experience and Attributes
  • Bachelor’s Degree or Advanced Diploma from recognized institution in the field of community development, agriculture, rural extension, agribusiness management, social and development studies, etc
  • Minimum of three (3) years progressive experience in field work planning, implementation, and participation in the M&E chain.
  • Demonstrable experience and knowledge in Participatory Rural Appraisal (PRA) in relation to child labor and/or child protection.
  • Demonstrable skills and knowledge in participatory community and child-centered programming throughout the project cycle.
  • Strong community and social mobilization skills and passionate to work with rural community members.
  • Ability to speak Kiswahili and other local languages spoken in Tabora Province of Tanzania.
  • A team player with strong inter-personal disposition.
Attention to detail and with strong report writing skills.
