MEAL Officer
TITLE: Monitoring, Evaluation, Accountability and Learning (MEAL) Officer
TEAM/PROGRAMME: Emergency Response in Kigoma (Nduta and Nyarugusu Camps) - 2 Positions
LOCATION: - Kigoma Region
GRADE:
CONTRACT LENGTH: 1 year, renewable
Child Safeguarding:
Level …: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process of staff.

ROLE PURPOSE:
The Emergency MEAL Officer takes the overall responsibility of operationalizing the MEAL system and SCI MEAL approach in emergency programmes. The post-holder will be expected to lead on MEAL system implementation including monitoring of program quality, rolling out accountability initiatives, supporting program evaluations and leading on area MEAL budgeting. S/he will be expected to lead MEAL capacity building of emergency programme staff and partners.
SCOPE OF ROLE:
Reports to: Senior Humanitarian MEAL Coordinator
Dimensions: Due to political unrest in Burundi high numbers of refugees escaping into neighbouring countries of DRC, Uganda, Rwanda & Tanzania. The current Burundian refugee population in Tanzania is over 175,000 of which over 50% are children. SCI is implementing a child protection, education and youth empowerment/ livelihoods programme in refugee camps and wishes to scale up the response.

KEY AREAS OF ACCOUNTABILITY:
Together with the MEAL Team and in collaboration with the Programme Managers and partners, the MEAL Officer will be responsible for establishing and promoting the use of MEAL systems to ensure that the Emergency team and Regional Office:
Is informed on the extent to which both the emergency response and development interventions are affecting the lives of the targeted populations.
Receives regular, timely and context-specific, meaningful feedback from our community members (who are or are not targeted by our interventions) partners, staff and that feedback effectively informs and signals areas where strategic attention is required.
There is evidence-based knowledge on the positive and negative impact that both the emergency response and development interventions are having over the communities where SCI works

Programme Monitoring and Reporting
  • Support the synthesis and dissemination of routine programme data, and analysis of trends;
  • Collect and review weekly and monthly reports and ensuring that necessary corrections have been done by programme staff;
  • Support the programmes teams to carry out all routine monitoring and periodic evaluations;
  • Verify Sectoral and camp specific reports from all the sites and upload data in SharePoint;
  • Coordinate with the MEAL Key Partners related to MEAL Data Quality Assurance and Beneficiary-Output Tracking.
  • Enter all data accurately and in a timely manner in output trackers;
  • Follow up with field programme team to ensure reports are submitted timely ensuring reports are reviewed and submitted to MEAL Coordinator and upload the reviewed report into server;
  • Carry out On-Site Data Verification (OSDV) on predesigned monitoring instruments, through observation, personal interviews and taking photographs (if feasible) and ensure data quality checks before submission of final reports.

Programme Design, Research & Evaluation
  • Support the revision of data collection tools and reporting templates as needed to reflect the reporting demands of donor and clusters;
  • Support to the roll-out and maintenance of MEAL Frameworks/tools, and provide MEAL trainings and on the job support for SCI field teams and partner staff and supporting the logistics trainings, technical visits, and surveys;
  • Support the implementation of survey and assessment processes, ensuring the full participation when needed of SCI and partner program staff, from planning through data collection to reporting and drawing of conclusions and recommendations.

Data and information management

  • Maintain an appropriate filling system of received weekly and monthly reports from all the field sites;
  • Ensure programme folder on the programmes server are ordered and up to date;
  • Databases: Work with the partners and SCI program Staff to ensure all reports are timely submitted, updated in relevant databases, shared with relevant teams and saved in SharePoint.
Accountability & Learning
  • Assist the MEAL Coordinator in the deployment and implementation of the key Core Humanitarian standards(CHS) in all Response Programs, ensuring that community accountability and appropriate Feedback, Complaints and response mechanism (CRM) are in place;
  • Maintain and update the recommendations tracker with input from the relevant programmes and operations staff, as well as data coming through CRMs;
  • Ensure that processes are in place to allow for systematic and inclusive feedback to communities and stakeholders on all evaluations undertaken;
  • Any Other duty assigned by the DM&E Co;
  • Actively involved in learning and documentation of Project’s best practices, and in providing input for research/study for continuous improvement and furthers learning.

Representation and Advocacy

  • Ensure that Save the Children's work is coordinated with efforts of other agencies and government, and support Interagency Coordination forums, advocating for the specific needs of children. Participate in Interagency coordinated joint MEAL activities (for instance, inter-agency RTEs);
  • Contribute to communications and media work as required, including verifying and ensuring the relevancy of case studies and programme success stories.

  • Ensure that all staff understand and are able to perform their role in both emergency and development contexts;
  • Building capacity and knowledge of staff and partners on MEAL systems, strengthening organisational knowledge and understanding of effective programming through networking, experience sharing and searching for innovative ideas;
  • Identify training needs of staff in respect to applying monitoring plans/tools; collect, analysis and report on findings periodically and conduct trainings to address the capacity gaps;

Read Also:
  • Relevant Bachelor’s degree, with component of statistical analysis or Mathematics preferred;
  • Previous MEAL experience in the humanitarian and development sector;
  • Proven report writing skills in English (required) and at least a basic understanding of statistical analysis and or spreadsheet programs;
  • Experience of humanitarian, relief and/or development programmes an advantage;
  • Good IT skills, especially in Word and Excel with ability to analyse data and interpret statistical information;
  • Excellent analytical and writing skills;
  • ·Experience providing capacity support on M&E skills to NGOs, experience designing and leading trainings.
  • Information Communication Technology literate
