This role will have interface with the children, caregivers as well as partner agencies. The CMO’s key responsibility is ensuring that refugee children receive timely and appropriate services. The role has overall supervision of case management assistants.

Dimensions of the Role

Accountabilities
  • Responsible for identifying , screening and conducting assessments for unaccompanied and separated children (UASCs)
  • Ensuring that all identified UASCs are registered into CPIMs and each child given individualised code
  • Prepare and submit case records/ documents for case conferencing/ BID panels
  • Assigning registered children to case management assistants and social workers for case opening and follow-up
  • Work closely with data management coordinator to produce weekly and monthly reporting
  • Provide technical and management leadership to Case Management Assistants and Social Workers
  • Develop work plan and oversee the implementation of case management activities
  • Develop capacity building for children, parents and community members
  • Offer continuous support to staff to ensure that are aware and follow case management
  • Ensure all staff understand different needs of children and youth and respond appropriately

Human Resources Management
  • Supervise staff to ensure that they are offering timely and appropriate services to children
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Ensure timely completion and submission of weekly and monthly reports
  • Representation and Coordination in inter-agency meetings
  • Case Management field officer will represent Plan at meetings including CCM and CPWG.
  • Develops and maintains effective coordination with key Agencies and government in the child protection referral network.
  • Participate in community awareness where necessary and disseminate stories and innovative practices from Plan practices.
  • Must have good public relations (PR) to facilitate smooth networking between Plan and other agencies

Skills specific to the post
  • Participatory planning and monitoring, Understanding of emergencies with basic technical knowledge of child protection, WASH and EiE
  • Proficient in team building and community work
  • Use a rights-based approach in child protection
  • Good written and oral communication skills in English and Swahili. Knowledge of French and Kirundi is desirable
  • Community mobilization, problem solving skills and interpersonal skills
  • Ability to work in a multidisciplinary and multicultural environment
  • Proficient in computer skills and ability to work under stress and in stressful environments
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

At field office the post holder will work closely with the emergency team staff with CPiE Specialist support.

Technical expertise, skills and knowledge
Essential

  • Bachelor degree in social work, Social Sciences, psychology, or its equivalent
  • Three years’ experience in related field.
  • Experience with refugees will be an added advantage
  • Good knowledge of computer applications
  • Must be familiar with the context and sensitivity of accountability programming
