Advocacy and Government liaison Specialist
Advocacy and Government liaison Specialist at Uwezo February 2025
ToR for Advocacy and Government liaison SpecialistThe Advocacy and Government liaison specialist will be responsible for supporting the Communications of Uwezo with the national and sub-national advocacy with government entities and policy makers, in accordance with Uwezo Tanzania communication plans and standards.
General task:
Support Uwezo Tanzania advocacy activities in collaboration with the Engagement, Advocacy and Communication Lead and the Executive Director at Uwezo Tanzania.
Key Responsibilities:
- Develop and implement advocacy campaigns aimed at influencing legislation, regulations, or government policies.
- Support Uwezo ED in the contact between the organization and government agencies, elected officials, and policymakers.
- Advocate for policies, regulations, or initiatives by communicating the organization’s position to government representatives.
- Develop briefing materials, fact sheets, and position papers for government agencies.
- Support in representing the organization at public meetings, and government planned advocacy events.
- Support in creating and disseminating communications materials for government officials. This includes press releases, newsletters, policy briefs and others related to advocacy efforts.
- Support the ED and Communications lead to Prepare presentations for meetings with policymakers or stakeholders.
- Support in soliciting permits for the various projects implemented at Uwezo and drafting of the MoUs with the government.
- Deal with inquiries and provide information, advice and guidance on policy relating to Education, Health and nutrition, science & technology and community empowerment including providing support to the ED.
- Develop and disseminate policy briefs via workshops, newsletters, meetings, mainstream media and social media.
- Maintain and keep the Uwezo website and social media channels engaging.
- Develop a working relationship with MP’s, local councilors, and government departments.
- A government liaison officers’ duties would include monitoring of policies and procedures and any Legislation relating to the Education, Health and nutrition, science & technology and community empowerment.
- Research, prepare and write up reports and circulate the reports to the relevant stakeholders and ensure Communication to the partners that may be affected.
- Look for communication strategies, including publications and government departmental websites.
- Consult with external partners and agencies, including private organizations, contractors where applicable.
- Organize and collect data, including evidence of compliance with legislation.
- Respect confidential information. Must be tactful, diplomatic and communicate effectively and get on with people from all backgrounds.
- Communicate regularly with ED, communications Lead, and fellow colleagues and senior management team. Ensure compliance via program director, with relevant legislation including: General Data Protection Regulation (GDPR).

Qualifications and Experience Requirements
- Holder of Bachelor degree in Communications, Mass communication or other related social science courses from recognized University.
- Experience in Policy Engagement, Advocacy and development work.
- At least three years relevant working experience, specifically in government communications.
- Excellent writing and communication skills in both English and Kiswahili; an eye for detail.
- Keen understanding of traditional media, social media and uses of new technologies for communication in East African context.
- Ability to be on top of issues and deliver quality results on time.
- Experience in producing and designing communication materials relevant for dissemination and advocacy.
- Awareness of child protection and safeguarding principles.
- Good basic knowledge of development and education issues.

Research and Innovation Specialist

Uwezo is looking for a Research and Innovation Specialist. This position will be responsible for supporting the Research and Innovation Department in implementing the organization’s research activities. The role includes developing and implementing research data collection processes, conducting data analysis, and producing reports to be shared with a wider range of stakeholders.Research and Innovation – Job description
Qualifications:
- Strong knowledge and experience in project proposal writing, research reporting, and field report writing.
- Expertise in developing assessment tools, data collection, data analysis, and report writing.
- Ability to adapt to new situations, think creatively, and demonstrate confidence.
- Strong leadership and facilitation skills with the ability to guide and manage a team.
- Proficiency in Microsoft Office applications (Word, Excel, and database management).
- Familiarity with research tools, including mobile applications such as Kobo Collect and Google Forms, as well as data analysis software like SPSS, STATA, and NVIVO.
- Ability to assess funding opportunities and draft funding synopses to support decision-making for grant applications.
- Excellent written and verbal communication skills in both English and Swahili.
Specific tasks:
- Support the development of research assessment tools for children aged 4–16 years in foundational literacy and numeracy studies.
- Assist in conducting various data collection training sessions organized by Uwezo Tanzania.
- Monitor and supervise the data collection process in the field.
- Assist in translating and contextualizing assessment tools to align with research objectives.
- Support research report writing and other field-related reports as assigned by the supervisor.
- Conduct data analysis using software such as SPSS, STATA, R, and NVIVO, depending on the nature of the data and specific requirements.
- Set up tablets with mobile applications for data collection.
- Communicate with partners to provide guidance on program implementation in accordance with Uwezo Tanzania’s policies and regulations.
- Review financial retirement reports and work reports submitted.
- Perform other relevant duties as assigned (of a similar nature or related and in the interest of the organization)
Qualifications
- A degree in social sciences, education, statistics, mathematics, or a related field.
- At least three years’ relevant working experience, specifically in research, monitoring and evaluation, training and facilitation, and community engagement.
- Awareness of child protection and safeguarding principles
- Very good speaking and writing skills in English and Kiswahili, with keen attention to detail.
- Good basic knowledge of development and education issues.
- Experience in use of technology for data collection and analysis, strong computer skills, basic data management and analysis skills, and use of database and internet.
- Excellent organizational, reporting and management skills.
- Ability to work independently with minimal supervision.
Monitoring and Evaluation (M&E) Consultant
Monitoring and Evaluation (M&E) Consultant at Uwezo Tanzania February 2025
ToR for M&E ConsultantUwezo is looking for M&E Consultant. The Monitoring and Evaluation (M&E) consultant will be responsible for designing, coordinating, and implementing the monitoring and evaluation, research, and learning framework of projects. Will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the project. Additionally, the M&E consultant will provide technical assistance to the implementing agencies, particularly in relation to monitoring and reporting. Will report to ED.
Key Responsibilities:
- Monitor all project activities, and progress toward achieving the project output
- Install M&E culture to UWEZO Staff and Partner staff
- Develop a project monitoring plan (PMP) of the projects in line with project documents.
- Conduct capacity assessment on existing monitoring and evaluation system, develop indicators, and a monitoring strategy for the project
- Provide input, information, and statistics for quarterly, annual, and other reports to Project Management Team.
- Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports
- Assist in coordinating across the available components of the project to ensure effective implementation of M&E.
- Will support research and advocacy works though data collection, analysis, generating strategic working document
- support program staff to produce quality donor and government reports of all Uwezo report before sharing to external stakeholder
- Key writer of fundraising documents including proposals, project and Uwezo Tanzania profile
- Perform other duties as required.
Qualifications and Experience Requirements
- Bachelor’s degree in Project Management, Monitoring and Evaluation, or related fields. At least 2 years of work experience in monitoring and Evaluation of development programs
Knowledge/Skills and Abilities
- Good level of proficiency in Windows Excel and quantitative analysis
- Experience in program design and M&E plan development Ability to design M&E tools, surveys, surveillance systems, and evaluations
- Demonstrated ability to train and build capacity of others
- Experience in a non-governmental organization
- Ability to create effective and efficient systems for gathering and analyzing complex data
- An effective communicator fluently both verbally and in writing Kiswahili and English
- Willing and able to travel extensively within Tanzania
