The Jane Goodall Institute Tanzania with funding from the United States Agency for International Development (USAID) to support implementation of the new USAID funded project, Tumaini Kupitia Vitendo (TKV) is currently seeking to recruit a suitably qualified and competent Tanzanian to fill the following vacant positions below....

Monitoring, Evaluation and Learning (MEL) Manager at Jane Goodall Institute October, 2023
Job Summary:
The Monitoring, Evaluation and Learning (MEL) Manager provides technical expertise in general monitoring and reporting on indicators for measuring the overall performance and progress of the programs/projects towards set goals/objectives. MEL Manager will also develop and maintain the work plan and monitoring, evaluation, and learning (MEL) plan. The Monitoring and Evaluation Specialist is responsible for data collection, analysis, interpretation, verification, and reporting. The job bearer supports implementation of the adaptive management best practices and guide project teams through the process of learning from and by making programmatic decisions based on the results of monitoring and evaluation data. The Monitoring, Evaluation and Learning Manager will report to Executive Director and work in close collaboration with JGI Africa Programs – MEL Community of Practice.

Key Job Responsibilities and duties:
  • In coordination with program leadership, prepare and conduct a base line survey with measurable indicators in line with the project objectives.
  • Prepare a monitoring and evaluation plan for the program, measuring the impact of the program against goals and indicators throughout the life of the program.
  • Be up to date on the Monitoring and Evaluation methodologies used by JGI worldwide and be able to integrate them in the work carried out by JGI Tanzania programs.
  • Travel to all areas of work and carry out survey and conduct both individual as well as focus-group interviews in target areas of work.
  • Prepare and submit narrative reports based on the findings indicating the impact of the program and adjustments to be made for improvement.
  • Provide training in monitoring & assessment methodologies to relevant staff.
  • Identify indicators to assess needs, monitor project progress and assess longer-term impacts of projects in the identified work areas.
  • Manage the development of surveys for assessment & monitoring purposes.
  • Oversee the design and operation of databases for the entry and analysis of survey data.
  • In collaboration with program leadership, develop plans and prioritization criteria regarding JGI’s geographical coverage of Tanzania.
  • Provide analyses and reports on assessment and monitoring surveys to program leadership and counterparts.
  • Other duties as assigned by the Supervisor.

Minimum Job Qualifications and other Requirements:

  • Bachelor’s degree in Monitoring and Evaluation or related field, a master’s degree preferred.
  • At least five (5) years of monitoring and evaluations experience, preferably having worked on projects of similar size and complexity.
  • Proven experience administering monitoring and evaluations in donor funded organizations.
  • Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed.
  • Strong English and Swahili writing and speaking skills.
  • Demonstrated ability in data analysis, monitoring, and evaluation of project implementation activities in the context of biodiversity, natural resource management and/or development projects.
  • Expertise in but not limited to reviewing work plans, quarterly reports, participating in field visits, initiating regular portfolio reviews, contributing to program evaluations and adaptive management processes.
  • Demonstrated knowledge and understanding of all requirements necessary for a result driven Program monitoring and evaluations.
  • Experienced in developing and effectively applying performance management plans or similar tools is required. Experience applying theories of change, results frameworks, logical frameworks, or similar tools for project design, implementation and learning is a plus.
  • Prior experience working on USAID funded projects will be added advantage.

Financial Analyst
Financial Analyst at Jane Goodall Institute October, 2023
Job Summary:
The Financial Analyst will be responsible for providing financial inputs, preparation of various financial management reports to management and program managers, designing various financial templates to assist in decision making, advising organization on investment of its funds, advising management on various policies and procedures for cost saving and improve organization performance. This position will work collaboratively across programs and projects to analyze individual and institution performance and strategy.

Key Job Responsibilities and duties:
  • Analyses financial status by collecting, monitoring, and studying data, recommending actions.
  • Determines cost of operations by establishing standard costs, collecting operational data.
  • Identifies financial status by comparing and analysing actual results with plans and forecasts.
  • Guides cost analysis process by establishing and enforcing policies and procedures; providing trends and forecasts; explaining processes and techniques; recommending actions.
  • Improves financial status by analysing results; monitoring variances; identifying trends; recommending actions to management.
  • Reconciles transactions by comparing and correcting data.
  • Maintains database by entering, verifying, and backing up data.
  • Recommends actions by analysing and interpreting data and making comparative analyses, studying proposed changes in methods and materials. Increases productivity by developing automated accounting applications, coordinating information requirements.
  • Protects operations by keeping financial information confidential.
  • Maintains technical knowledge by attending educational workshops, reviewing publications.
  • Review project budget/financial proposal and advise program team on the cost not fully accounted for.

Minimum Job Qualifications and other Requirements:

  • Bachelor’s degree in accounting, Finance, Statistics, Health economics, Business Administration or business-related field is desirable. Master’s degree is an added advantage, o Considerable experience of managing organization change and business transformation.
  • At least 5 years’ experience in Accounting, Finance, Auditing, Business development.
  • Abilities in using Jet reports ad-in, power Bl and advanced Microsoft excel.
  • Experience in managerial position in a donor-funded organization.
  • Expert-level analytical and financial modeling, interpersonal skills, written and verbal communication skills,
  • Interpersonal skills, to work and build relationships with a wide range of people holding different views,

Grants & Compliance Manager
Grants & Compliance Manager at Jane Goodall Institute October, 2023
Job Summary:
The Grants and compliance Manager will focus on managing donor funded grants and sub-awards provided under projects. The job holder will provide grants and contracts management as guided by the donor and organization’s regulations to ensure project activities and operations are implemented in compliance to donor’s expectations.

Key Job Responsibilities and duties:
Grants Management:
  • Lead the end-to-end management of donor funded grants and sub-awards under JGI Tanzania, including policies and guidelines for grants management, proposal development, pre-award assessment and negotiation, compliance, reporting and closeout.
  • Maintain a deep understanding of USAID regulations and compliance requirements, ensuring that all grant activities adhere to these guidelines.
  • Work closely with the Financial Controller and Financial Analyst in annual planning and budgeting. Oversee grant budgets, monitor spending, and provide regular financial reports to stakeholders.
  • Work collaboratively with the finance team to reconcile grant-related financial transactions.
  • Keep accurate and up-to-date records of all grant activities, ensuring proper documentation and reporting.
  • Prepare and submit timely and accurate financial reports to project leadership.
  • Provide guidance and support to sub-award recipients, ensuring compliance with grant requirements.
  • Monitor grant performance and identify opportunities for improvements.
  • Participate in audits and assessments related to grants management and compliance.
  • Participate in the sub-awardee solicitation through selection, pre-award assessments, negotiation, monitoring / compliance visits, and closeout.
  • Develop, review and monitor contracts to ensure compliance to all applicable donor requirements, JGI Tanzania’s policies and legislations of the united republic of Tanzania.
  • Ensure that sub-awardees provide their reports accurately, completely and on time as per specified deadlines in their sub agreements.
  • Monitoring of sub-awardees invoices and advances.
Compliance Management:
  • Conduct risk assessment to identify potential risks, develop and implement practical preventive and corrective action plans to prevent occurrence of similar risks in the future and resolve/mitigate the occurred risk.
  • Ensuring that all organisational activities are in line with contractual obligations with respective donors.
  • Ensure compliance of JGI Tanzania’s code of conduct and internal controls to avoid conflict of interest, disclosure of confidential information and all other non-compliance deeds that breach the code of ethics.
  • Conduct fraud investigations on reported cases of suspicion of fraud.
  • Provide capacity building to staff on all aspects related to grants management to ensure compliance with donor’s rules and regulations, JGI Tanzania policies and the laws of the URT.

  • Bachelor’s degree in finance, business administration, or a related field (master’s degree preferred).
  • A minimum of five to seven years of experience in managing USAID funded grants and sub-awards.
  • Strong understanding of USAID regulations and compliance requirements.
  • Proficiency in financial analysis and budget monitoring.
  • Risk management and compliance management skills including ability to prevent, assess, identify, report, and mitigate risks.
  • Excellent project management and organizational skills.
  • Strong communication and interpersonal skills.

  • Knowledge of financial software/tools (mention specific tools if relevant).
  • Certification in grants management or financial analysis is a plus.
