Activities
The Community Liaison Officer will be responsible for the following:
• To engage with local stakeholders according to the Chilalo Graphite Stakeholder Engagement Plan (SEP) and the RAP SEP
• To organize engagements in each Project Affected Communities as required for the RAP implementation and develop a good understanding of regional-specific stakeholder engagement plans associated with project activities.
• To ensure access to, and maintain dialogue with, key formal and informal stakeholders and opinion leaders in communities on a regular basis.
• To pass on to the Resettlement Manager any correspondence or communication for Chilalo Graphite Project Management by stakeholders, and subsequently follow up on these and to provide feedback.
• To assist geology, environmental, safety and security, social teams and other consultants in field visits and consultation process with PAPs, communities, local government authority, business/entrepreneurs, and civil society.
• To work as dedicated engagement resources for the Kudu Graphite teams and contractors on site in the process of land access, compensation, resettlement, and monitoring.
• To collect concerns and questions raised by local stakeholders, channel to the responsible team and provide responses or feedback within the required timeframe as indicated in the RAP.
• To receive and help resolve grievances, rigorously following up and engaging relevant third parties according to the requirements of the Grievance Administrator to help find resolution for and close out the grievances.
• To explain to local communities what Chilalo Graphite Project is, and is not, able to do in terms of support to local communities and to identify, if possible, opportunities for Chilalo Graphite Project to support initiatives benefiting the community.
• Collects, records, stores, and maintains all field data and submit daily report to Resettlement Manager regarding stakeholder engagement.
• Maintain up to date register, produce daily, weekly, monthly, and annual reports of stakeholder engagement as required by the Resettlement Manager.
• To support the development and distribution of appropriate disclosure materials for use in communities and PAPs.
• To represent Kudu Graphite Ltd and its Chilalo Graphite Project development at community and local authority events related to the development of the Chilalo Graphite and as may be required by the management.
• Ensures there is good communication and relationship between communities, PAPs, Local Authority regarding the development of Chilalo Graphite Project.
• Responsible for ensuring safety, health, and security are maintained during any project field work and communities are respected by contractors.
• Attend various training with the teams and contractors in the field as required by the project and any other tasks that may be assigned to you by the management.
• To be proactive within the community in understanding the dynamics within each of the hamlets and the wider ward area.

Context and environment
The Chilalo Graphite Project is located Nangurugai Village, Mbwemkuru Ward, in Ruangwa District, Lindi Region. All Chilalo Graphite Project field activities will be undertaken in compliance with national legislation, IFC Performance Standards, and other applicable legislation and standards. Community Liaison Officers will be based in the field [Ruangwa District] and will engage coordinate relations with community stakeholders of the Chilalo Graphite Project in Nangurugai Village. His/her missions correspond to a field and office work as required or instructed by Resettlement Manager.

Accountabilities
• Engage with local stakeholders according to the Chilalo Graphite Stakeholder Engagement Plan (SEP) and the RAP SEP
• Promoting positive and open relationship between Chilalo Graphite Project and local stakeholders
• Maintaining a regular presence in communities in accordance with Chilalo Graphite Project SEP and RAP SEP
• Reporting on community visits and discussions with key stakeholders within 48 hours

Qualifications/Experience required
Qualifications:
• Degree in Social Sciences, anthropology, communication, or a related discipline.
• Minimum 10 years’ experience working with rural communities in community projects, development projects and or in other similar activities (NGOs), preferably within the designated area of responsibility.
• Mining Industry experience in the local area is highly desirable
• Excellent communication skills with a proven ability to develop and maintain good relations with a wide range of stakeholders including authorities, local communities, industry, CSOs/NGOs.
• Ability to work independently and meet deadlines. Negotiation, conflict management and resolution skills is required.
• Ability to collect data, record and produce reports and minutes of meetings with proper documentation [Expert knowledge in database administration and management]
• Fluency in English (written and spoken) and Kiswahili essential and in another local language in the village is preferred.
• Proficiency in the usage of computers is important.
• Ability to organize, focus and manage priorities, rigorous.
• General team spirit: Creative, good conduct, good communication skills and ability to listen and lead a team
