Project Overview and Role:
NPI EXPAND Overview
The New Partnerships Initiative (NPI) Expanding Health Partnerships—NPI EXPAND Project—is a global five-year (2019-2024) U.S. Agency for International Development (USAID) funded project that supports locally-driven efforts to increase the availability and utilization of high-quality health and education services. In line with USAID’s local capacity development strategy, NPI EXPAND invests in new and underutilized local partners (NUPs) and strengthens their capacity to strategize, plan, and implement programs with USAID funds. Enhanced participation of capable local organizations to increase demand for and to deliver high-quality, high-impact services will enable governments to meet crucial goals equitably and sustainably. NPI EXPAND will also catalyze opportunities to scale up innovative interventions by strengthening the capacity of NUPs with varying levels of capabilities and exposure to USAID.

NPI EXPAND Tanzania
In Tanzania, NPI EXPAND provides grants to strengthen the organizational and technical capacities of Amref Health Africa Tanzania and its consortium partners in implementing the USAID-funded Tuberculosis and Family Planning Integrated Community Solutions (USAID Afya Shirikishi) project and the Tanzania Health Promotion Supports (THPS) and its partners in implementing the USAID-funded Uhuru Tuberculosis and Family Planning Facility Solutions Activity – Local Organization Network (USAID Uhuru) project. The projects aim to increase access to and use of quality services in family planning (FP), tuberculosis (TB), and multi-drug resistant TB at the health facility and community levels. The projects also seek to integrate FP activities into existing TB services. Afya Shirikishi targets the integration of FP and TB at the community level, and the USAID Uhuru project targets integration at the facility level.

Amref and THPS are also administering additional sub-grants to strengthen the capacity of their consortium partners, SHDEPHA+ (Amref’s sub-partner in the USAID Afya Shirikishi project) and MKUTA (THPS’s sub-partner in the USAID Uhuru project). The capacity strengthening efforts are based on the comprehensive capacity assessments completed for each organization, through which various capacity needs were identified and prioritized. The support to Amref and THPS started in October 2020, and that of SHDEPHA+ and MKUTA began in November 2022. NPI EXPAND is providing capacity strengthening support directly to Amref and THPS. In turn, Amref and THPS are using the approaches, tools, and processes learned from NPI EXPAND to provide support to respective sub-partners (SHDEPHA+ and MKUTA).

Primary Duties and Responsibilities:
NPI EXPAND is seeking an accomplished and experienced consultant to collect, compile, and document case studies and success stories based on NPI EXPAND’s capacity strengthening efforts on Amref Tanzania and THPS and their sub-partners SHDEPHA+ and MKUTA

Most of NPI EXPAND’s capacity strengthening efforts and approaches present opportunities for the potential for either a success story or a case study. The examples include but are not limited to:
  • Amref and THPS’s experiences in implementing Fixed Amount Awards (FAA), a USAID sub-award mechanism;
  • The experiences of Amref and THPS in strengthening the capacity of respective sub-partners (SHDEPHA+ and MKUTA) using a south-to-south approach;
  • Integrating technology to improve efficiency and effectiveness in sub-grant management, knowledge management, and monitoring, evaluation, and learning (MEL);
  • Results of the gender capacity strengthening work;
  • Integrating FP and TB tools in community-level services;
  • Engaging with the Government (Ministry of Health) to support the process of reviewing FP policies and tools;
  • NPI EXPAND staff’s experience with providing virtual capacity strengthening support to sub-grantees.

Consultancy Approach
The consultant will use a mix of approaches to identify and write the stories. These include a desk review of documents, discussions with Amref, THPS, and their sub-partners SHDEPHA+ and MKUTA, discussions with NPI EXPAND staff, visiting project sites, and meeting with project beneficiaries and other partners, including MOH representatives. The project will provide logistical support and coordinate various meetings the consultant would require. The consultant will report to the Tanzania Country Team Lead and participate in regular check-in meetings with NPI EXPAND staff to share plans and provide progress updates.

Duties and Responsibilities
  • Prepare a work plan describing the proposed approaches, specific tasks, and timelines.
  • Identify potential areas for case studies and success stories through discussions with the NPI EXPAND staff in Tanzania and globally.
  • Coordinate with NPI EXPAND staff and grantee contacts to schedule meetings and arrange visits to NPI EXPAND partners.
  • Based on initial scoping and discussions with NPI EXPAND staff (in Tanzania and HQ) and partners, prepare a list of potential case studies and success stories, and discuss and prioritize the specific case studies and success stories to address.
  • Write an initial draft of case studies and success stories and present them to NPI EXPAND staff during the project closeout/learning event scheduled for June/July 2023.
  • Use input from the NPI EXPAND staff and partners during the learning/closeout event to prepare final write-ups of the case studies and success stories.

Consultancy Deliverables
  • An initial list of potential success stories and case studies for discussion and prioritization with NPI EXPAND.
  • Initial drafts of the prioritized success stories and case studies submitted to NPI EXPAND for review and comments.
  • A presentation of the success stories and case studies the consultant will make at the NPI EXPAND learning/closeout event.
  • A final report of the success stories and case studies incorporating input from NPI EXPAND staff and other project stakeholders.

Location

The location for this consultancy is in Dar es Salaam with expected field visits mostly within Dar es Salaam and, when necessary, to Kahama Municipal in Shinyanga region and Sumbawanga Municipal in Rukwa region. Only applicants currently eligible to work in Tanzania will be considered.

Anticipated Period of Performance and Level of Effort
This assignment is anticipated to take a maximum of 20 working days from 1st May to 30th July 2023.

Required Qualifications:
  • Relevant Bachelor’s degree required; Master’s degree preferred.
  • Strong experience in documentation of organizational capacity strengthening and health-related success stories, case studies, best practices, and lessons learnt.
  • Experience working on USAID-funded or donor-funded projects is strongly preferred.
  • Demonstrated experience with developing high-quality written material for an international public health audience.
  • Creativity in teasing out “success” in a story.
  • Fluency in written and spoken Kiswahili and English is required.
