Danish Refugee Council is a humanitarian actor in Tanzania. Since 2015, as part of the Burundian Refugee Response in Tanzania, DRC works in the sectors of camp management, Community-Based Protection, Livelihoods, Protection, WASH, General Food Distributions, and Shelter/ small infrastructure in Nduta camp. Starting from January 2020, DRC has been implementing Camp management, Community-Based Protection, and Livelihoods projects in the Nyarugusu refugee camp. From January 2023, DRC will be implementing an Energy and Environment Project in the refugee and hosting communities of Nduta and Nyarugusu refugee camps.

Name of the Position: - Economic Recovery Officer- Environment
Reports to: - Economic Recovery Team Leader - Energy and Environment.
Supervise: - Economic and Recovery, Assistants, IWs, and Village Agents.
Duty Station: - Nduta and Nyarugusu camps and host community.

The Economic Recovery Officer - Environment under the management and supervision of the Economic Recovery Team Leader - Energy and Environment and in close collaboration with UNHCR and the camp-based government coordination bodies and Local Government Authorities, will be responsible for ensuring the implementation of Energy and Environment activities in Nduta and Nyarugusu refugee camps and host community. The Environment officer is therefore expected to be flexible to work in different locations throughout the program.

Tasks and responsibilities of the position
• Ensure targets are met under DRC’s agreement with donors, to be accountable to the stated goals of the program.
• Identification, assessment, design, and implementation of environmental programs with a specific focus on projects on conservation and management of forest resources, woodlots and tree species, soil erosion control and restoration of degraded areas, tree nursery establishment, and management transplanting, solid waste management, capacity building and awareness raising on environment/forests, good agriculture practices, climate-smart agriculture among others.
• Provide inputs to develop, coordinate, plan, implement, monitor, and report on DRC´s Energy and Environment programming.
• Oversee proper documentation of activities implemented and actors/beneficiaries involved.
• Undertake regular field/onsite visits to ensure technical support to the environment and proper monitoring of the activities implemented in operation.
• Produce daily, weekly, and monthly progress reports as directed by respective Team Leaders and Manager.
• Foster and ensure Economic Recovery Assistants-energy maintain productive, supportive, and respectful relations with Incentive Workers and/or Village Agents employed in the program.
• Provide support, daily management, direction, and on-job coaching to Economic Recovery-Environment Assistants and Incentive Workers and/or Village Agents to ensure timely implementation of project activities.
• Work with established community-based structures in the community and be solution-oriented in terms of challenges arising from individual activities and the program.
• In ensuring natural resources and shared environment are better protected, the Economic Recovery Officer-Environment will supervise the field team in executing the environment and energy activities on daily basis.
• Contribute to developing new sustainable Environment initiatives/proposals and fundraising relating to an emergency, protracted displacement, and longer-term response.
• Ensure lessons learned are documented, shared, and reflected in program planning and decision-making.
• Ensure continuous capacity building among Economic Recovery Assistants-Environment in handling the Environment and Energy programming.
• Ensure implementation of Energy and Environment activities is compliant with the Core Humanitarian Standards (CHS) and the DRC Code of Conduct (CoC).
• Work with respective Team leader(s) and MEAL team to ensure the M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
• Support budget monitoring and expense control including compliance with minimum DRC and donor requirements.
• Liaising with institutions, village agents, voluntary/community groups, and other local organizations/groups to promote various environmental conservation activities in the host communities, including rivers and water sources conservation, tree planting, fuel-efficient stoves, best cooking practices, alternative sources of energy and soil erosion control among other energy and environmental activities.
• Supporting implementation of the energy and environment project through formulating procedures and processes to have adhered to for better environmental protection.
• Support the development of environmental monitoring tracking tools and monitoring KPIs to achieve the stated goals of the project(s)
• Ensuring all engagement messaging/data is consistent among all stakeholders during project implementation.
• Developing a detailed understanding of the environmental and forest resources implementation strategy for all stakeholders and PoCs
• Ensuring that sustainable environmental management methods are identified, surveyed, valued, and proposed for intervention in the refugees as well as in the host community.
• Document best practices and success stories for sharing with relevant parties involved in the project.
• Identify, develop, and maintain relationships with both PoCs and relevant stakeholders at the field level (e.g., beneficiaries, community leaders, local and national government officials, donors, UN agencies, and other NGOs) and represent DRC at relevant meetings (e.g., local government, Head of agencies, sector-coordination, and security) to facilitate and ensure cooperation and partnerships.
• Foster and maintain excellent working relationships with key humanitarian actors – local and international, including government authorities and non-state actors, and private sectors through regular attendance at technical meetings and bilateral meetings.
• Liaise closely with other DRC sectors such as; Protection, Camp management, and WASH to ensure productive coordination and smooth implementation of the program activities.
• Work in the multi-functional team approach and work in close collaboration with Programme and other technical experts, to ensure energy and environment-based interventions are approached from a cross-sectoral perspective.
• Perform other related duties as required.

Requirements
• University Degree in Forestry, Environment planning, Environment Disaster Management, Environment engineering, Environmental science and Management, Natural Resources Management, Agriculture, Renewable energy, and other related fields.
• At least 3 years relevant work experience mainly in energy and environment programs and demonstrate experience in areas such as (i) Development and management of tree nurseries, (ii) afforestation and sustainable forest harvesting techniques, (iii) building capacities of community-based energy/environment committees, (iv) sustainable agricultural practices - Climate Smart Agriculture, Permaculture, Agroforestry, etc.(v) alternative sources of cooking energy - bio-briquettes, solar induction cooker, biogas production, clean cooking energy and cooking energy efficient stoves and (vi) Land/natural resource use planning at village/ward level. (vii) soil erosion controls, land restoration solid waste management among others.
• Previous experience working with refugees or IDPs and Host communities’ members.
• Previous working experience with international organizations in development and humanitarian settings.
• Experience in Geographic Information System (GIS) software/tools for forestry/environmental management.
• High level of computer literacy and associated software (Microsoft Word PowerPoint and Excel, SPSS)
• Excellent written and oral communication skills in English.
• Gender-sensitive.
• Excellent interpersonal and problem-solving skills, creativity, innovation, and flexibility.
• Comfortable in a multi-cultural environment, flexible and able to handle pressure well able to engage with community members sincerely and maintain confidentiality and respect.
