ABOUT WFP

BACKGROUND

The Climate Smart Agriculture Programme (CSAP) is an Irish-Aid funded programme, which takes a food systems approach to promote gender equality and women's empowerment, climate action, nutrition-sensitive agriculture and livelihoods enhancement amongst sorghum farmers within six districts of Dodoma region. These districts are Mpwapwa, Kongwa, Bahi, Kondoa, Chamwino and Chemba. The CSAP was launched in 2018 and to date has reached over 21,000 farmers (43% of whom are women).

Adopting a food systems approach that creates viable livelihoods, supports human health and nutrition, and protects natural resources, is a growing priority for both the CSAP funder, Irish Aid, and the lead implementer, WFP. Challenges in the food system in Tanzania are among the root causes of food and nutrition insecurity and inequality in the country. A food systems approach is thus gaining increasing traction as a way to achieve a balance between healthy families, healthy communities and sustainable livelihoods, particularly following the 2021 UN Food Systems Summit.

Irish Aid and WFP view the CSAP as an important exemplar of how a food systems approach can be meaningfully applied in the Tanzanian context. Following 4 years of programme implementation, this is an important juncture to systematically document the evidence, lessons and impact of the CSAP, in order to inform the future design, implementation and scale-up of the programme. WFP is therefore seeking an independent consultant to conduct a review of the CSAP that is both retrospective, to capture key lessons and evidence of what works, but also forward looking, to inform the future direction of the programme, as well as broader policy processes.

STANDARD MINIMUM QUALIFICATIONS

  • Advanced University Degree in one or more of the following disciplines: Agriculture, rural Economics, public health, environmental studies, food systems, development studies or related area.
  • Fluency (level C) in English and Swahili languages.

ORGANIZATIONAL CONTEXT
Under the direct supervision of the Head of M&E/Vulnerability Analysis and Mapping, the National Consultant will conduct review to cover the CSAP programme implementation period (2018-to date). The review will combine a desk review of current programme documentation and data, with the collection of additional qualitative data on programme impact through a field visit to Dodoma. This element of the review will entail engagement with the range of programme stakeholders, including: farming households, extension workers, off-takers, buyers, local government authorities, financial service providers, input service providers and programme partners. The recommendations from the review relating to the next phase of CSAP should be clear and actionable, and categorised as short, medium or long-term.

JOB PURPOSE

To conduct an independent review of what is working in the CSAP and inform recommendations for future design, implementation and scale up.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Prepare inception report, including final methodology and work plan (week 2)
  • Conduct field work debrief (week 4)
  • Conduct presentation of draft findings (draft report and presentation) (week 6)
  • Prepare final draft report (not exceeding 20 pages) to culminate in actionable recommendations for the short, medium and long-term regarding programme design, implementation and scale-up; annex to include human impact stories of the CSAP (focusing on women’s empowerment) (week 8)
  • Submit final report and annexes delivered (week 10)

OTHER SPECIFIC JOB REQUIREMENTS

  • Relevant training and experience in food systems, agriculture food technology, rural economics

  • Strong knowledge of and experience of working in the Tanzanian agriculture sector
  • Demonstrable experience in conducting similar reviews on food systems and agricultural development programmes

OTHER REQUIREMENTS
Review Process

The successful consultant is required to be immediately available to commence work in mid April and work through June 2022. This assignment will be carried out and all deliverables completed within a maximum of 50 (fifty) working days, before 30th June, 2022.
The consultant will ideally be based in Tanzania for the duration of the assignment, with travel to Dodoma region required for fieldwork
