Plan International has been working in Tanzania since 1991. Our work supports marginalised children and youth, especially adolescent girls, to grow up physically and mentally healthy and ready to shape their future. We create an enabling environment and empower girls to be active drivers of change in realising their rights. We prioritise working with partners, and ensuring all of our work is evidence based.

As of January 2018, the U5BRI has been rolled out to 9 regions in Tanzania and by end of 2018 targets to ensure that 13 of the total 26 regions are covered. Among the six key goals of the U5BRI is to make registration of births accessible and affordable, a more decentralized system, waiver of fee for first certificate and making the registration process ‘one step, one visit’ rather than the present ‘three steps, multiple visits’ so that the registration and certification take place concurrently.

Birth registration exercise has been led by different partners previously until December 2021, Plan International, UNHCR and key stakeholders such as MoHA and RITA plan to collaborate with the hosting districts to establish sustainable framework to enable refugee access national civil registration services provided by RITA including birth certificates on an ongoing/continuous basis. This role will ensure that new born children within Nduta and Nyarugusu Refugee camps, are automatically issued with birth certificates through the national civil registration services provided by RITA upon birth.

role PURPOSE

The incumbent will be responsible for implementing birth registration duties under case management in Nduta/Nyarugusu refugee camps supporting both Burundian and Congolese new born children, to attain birth certificates upon birth. S/he will support other case management services upon deflation of birth registration activities, and therefore in absence of birth registration of responsibilities due to low birth rate period, where s/he will support case workers in implementing case management activities. The role reports to Project Officer and has no delegated authority.

The position is based in Kibondo/Nyarugusu and reports to the Project Officer (Birth Registration).

Dimensions of the Role
The role holder will provide leadership oversight to the Incentive Workers into respective refugee camps. S/he will also vulnerable children, adolescents and caregivers in exercising roles for case management in particular. S/he will work in collaboration with other likeminded agencies such as IRC, Save the Children, TRCs/ICRC, DRC, UNICEF, NRC, World Vision, MOHA, UNCHR, Community based structures among others. Key focus area is to ensure community members are well informed on birth registration and every child is registered promptly.

Accountabilities
Program Implementation

  • Conducting community awareness meetings with refugee leaders and religious leaders in the camps.
  • Making follow up on birth certificates and dispatching them from RITA to the camps in a timely, confidential, and appropriate manner.
  • Organizing and distributing birth certificates in collaboration with UNHCR and RITA and making sure that any damage is identified by a mother upon immediate receipt.
  • Ensuing that the damaged certificate(s) is/are recorded, returned to RITA, corrected, dispatched back to the camp and distributed to a respective mother/mothers.
  • Ensure that all birth certificates are scanned and uploaded and kept confidentially in soft copy prior to distributing hard copies to mothers
  • Ensure that all birth certificates are photocopied, properly filed and kept in a lockable cabinet for records.
Supporting case management services.
  • Manages case in line with SOPs
  • Adhere to standard documentation processes and follow best practice guidance
  • Identify individual cases through regular presence in the community and accept referrals from other agencies and community partners
  • Conduct initial rapid assessments for CP cases and prioritize them accordingly.
  • Responsible for developing case plans that respond to needs addressed in initial and comprehensive assessments.
  • Support individual cases and provide regular monitoring of all aspects of case management services.

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Key relationships

The Technical Assistant will have significant contact with Project Officer – Birth Registration, CPiE Coordinator, Compliance and Reporting Coordinators and PSS officer etc. The position involves resolving a wide range of challenges which occurs in managing different people with different background and culture. The position holder will be required to demonstrate attributes such as honest and trustworthy, respect, possess cultural awareness and sensitivity, be flexible and demonstrate sound work ethics. S/he will demonstrate the ability to solve problems, be creative while providing support.

Technical expertise, skills and knowledge
Essential

  • Degree in sociology, psychology, social work or related field in International Development, Social Science or related field or significant relevant work experience.
  • At least 1-year experience working in birth registration activities.
  • Working experience in the field of development/humanitarian context, emergencies and familiarity with children issues in particular.

  • Experience in facilitating the implementation and monitoring of community managed projects with an NGO environment.
