Background and rationale for the assessment
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. At work today in over 40 countries and 22 U.S. cities, we restore safety, dignity and hope to millions who are uprooted and struggling to endure.

In Tanzania, IRC provides protection and assistance in the areas of child and youth protection and development, education, community-based protection and focus on disabilities inclusion, women’s protection and empowerment, livelihoods, mental health services and primary health care. In Child Protection, IRC works with community based structures to build a protective community, with caregivers of children to ensure safety in the home, collaborates with school personnel on protection in schools and works directly with children and adolescent girls and boys on life skills intervention which include social emotional learning (SEL), recreational activities as well as sexual and reproductive health. The skills are delivered through safe- Healing and Learning Spaces (SHLS) and youth centers. IRC through its Women’s Protection and Empowerment unit also has focused interventions and life skills for adolescent girls.

The situation in Tanzania, and in particular Nyarugusu is protracted, with the Congolese population having lived in Nyarusugu camp for over 20 years, meaning some of the adolescents were born in the refugee camp. Burundian population has been in the camps since 2015. Voluntary Repatriation is ongoing in Tanzania, for Burundian refugees. The needs of these adolescents, in a protracted and fairly recent situation mixed with repatriation process is diverse and different, and requires a keener focus in order to address appropriately their needs and provide them a chance to recover and a right to participate in defining their future.
