About The Job:
IMA World Health is seeking a Deputy Chief of Party with significant experience addressing social and behavior change (SBC) for integrated health services to lead an anticipated USAID-funded Social Behavior Change project in Tanzania. The 5-year project will focus on improving access and utilization of integrated health services for maternal and child health, family planning, nutrition, malaria, HIV, WASH, and global health security.

The Deputy Chief of Party will ensure technical and administration implementation of high impact, proven interventions to meet project goals and reporting requirements. The DCOP will assume the responsibilities of the Chief of Party (COP) in the absence of the COP. S/he will take a technical leadership role in coordination with key stakeholders and other implementing partners, including numerous government institutions and representatives, the private sector, and national partners to ensure that SBC interventions contribute towards outcomes in line with national, regional and global best practices.

The position will be based in Dar es Salaam, Tanzania and will report to the COP. The DCOP will be expected to visit project sites periodically. Actual hiring is contingent upon signed agreement and USAID approval.

Key Responsibilities:
  • Collaborate with the COP and senior management team in support of maintaining project objectives, evaluate program effectiveness, and determine corrective action needed to achieve objectives.
  • Coordinate with key staff and partners in carrying out activities in accordance with the work plan and timelines for deliverables.
  • Support development of strong monitoring, evaluation and learning mechanisms, program monitoring tools, and efficient systems to ensure high quality implementation.
  • Define strategy, iterate, and ensure consortium partner(s) and resource partners(s) buy-in and adherence to the overall technical approach and implementation.
  • Together with the COP and the technical implementation team, take a lead role in the development of the annual workplan and budget; review annual updates to the performance monitoring plan.
  • Strengthen staff capacity through on-the-job training and mentoring in consultation with the COP.
  • In coordination with the COP, represent the project in public and professional circles and during host country government, donor and other high-level visits (especially by USG and private agencies), through meetings, conferences, and presentations; support written correspondence to the donor as needed.
  • Liaise, with the COP and other staff as necessary, with Tanzanian government and non-governmental stakeholders, implementing partners, and local partners (e.g., CBOs, CSOs, CBOs).
  • Ensure compliance with USAID rules and regulations, working with the headquarters grants and contracts team.

Qualifications:
  • Master's level education/training or its equivalent in Public Health, Social Sciences, Behavioral Sciences, Economics, International Development, Business Administration, or a related field.
  • At least 7+ years of relevant experience with project management principles and practices (including 10+ years of strategic leadership and/or line management experience in international health and development and SBC).
  • Demonstrated leadership qualities, including technical, management, and evaluation expertise for complex programs in resource-constrained countries; 5+ prior experience as a DCOP for USAID-funded SBC projects or comparable senior leadership roles similar in scope and size strongly preferred.
  • Knowledge of USAID frameworks to address global health security in fragile context and familiarity with USAID policy and strategies to address gender equality issues.
  • Demonstrated experience in developing and maintaining strong relationships with government agencies, international donor agencies (USAID, WB, FCDO, UN agencies, GF, etc.), and private sector stakeholders.
  • Experience collaborating and coordinating with local and national host government agencies and aligning program activities and results with national strategies.
  • Knowledge of and experience with USAID rules and regulations required.
  • Deep knowledge of the political, social, cultural, and economic context of Tanzania required, with experience working in Tanzania preferred.
  • Strong staff supervision skills and demonstrated ability to coordinate programs with partners from a broad range of backgrounds and experiences; demonstrated ability to lead multi-disciplinary teams.
  • Experience strengthening the capacity of national non-government partner organizations to achieve USAID's goals for localization.
  • Strong communication skills, including both written and oral presentation skills; proven ability to develop and communicate a common vision among diverse public and private partners.
  • English fluency with professional proficiency in writing required; knowledge of Swahili is an asset.
  • Experience working fragile contexts preferred.
  • Ability to travel to project sites as needed within Tanzania.
