Lead Engineer for Tanzania MUM Activity at Tetra Tech May 2024
The USAID-funded Maji na Usafi wa Mazingira (MUM) project in Tanzania, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest for a Lead Engineer. This position will be located in the main office in Iringa.
Position Description/Summary:
Under the supervision of the Water Supply Infrastructure Manager, the Lead Engineer will be an integral part of a multi-person component team of a USAID funded development activity to increase access to sustainable water services managed by the Rural Water Supply and Sanitation Agency (RUWASA) and urban water supply and sanitation authorities (WSSAs).
The Lead Engineer will provide direct support to RUWASA implementation of water supply and sanitation projects and be responsible for design and construction management for infrastructure procured by USAID. The position guides strengthening of O&M practices and capacity building and oversees one site-based Project Engineer. The position is responsible for all infrastructure design and construction management and QA/QC, and related institutional capacity building, and will be based in Njombe town with travel to activity districts in Rukwa, Njombe, Iringa, and Morogoro regions.
Responsibilities:
*Support RUWASA’s institutional, operational, administrative, and management capacity doing the following: improve its capacity to monitor water services at district, regional and national levels; support project scoping and selection; support design, construction and management of targeted rural/urban water supply and sanitation infrastructure; during implementation of water supply and sanitation projects, guide strengthening of O&M practices and capacity building and oversee one site-based Project Engineer; to conduct a routine and special performance assessment of CBWSOs and WSSAs to establish the capacity to deliver quality and sustainable services within the policy and legal requirements; support on inspection, verification and confirmation for work in progress and for completed projects
*Support capacity development efforts to implement innovative operations and maintenance models, such as PPPs, to professionalize rural and urban water service delivery.
*Support CBWSOs and WSSAs performance, financial viability, and operational capacity.
*Support capacity development efforts to implement innovative operations and maintenance models, such as PPPs, to professionalize rural and urban water service delivery.
*Improve WSSA performance, financial viability, and operational capacity.
*Support CBWSOs and WSSAs under MUM activity to improve their billing and revenue collection efficiencies
*Maintain a continuous interactive exchange of information with the WASH Services Lead, Water Infrastructure Manager, and other MUM team members
*At implementation stage the Lead engineer will review contractors plans and specifications for water projects for compliance with quality standards
*Ensure quality and timely technical reporting from contractors; advise where needed to improve content of reports
*Support preparation of contracts and purchase orders; review invoices submitted by contractors prior to final execution by the Procurement Officer
*Provide timely updates on project progress
*Monitor and support engineers on environmental issues to ensure MUM follows the MUM Environmental Monitoring and Mitigation Plan (EMMP) and is following best practices on environmental health and safety.
*Visit construction sites on a regular basis and provide useful reports on compliance to quality standards for field work.
Qualifications:
*Degree preferred in civil/environmental engineering; water resources engineering; advanced degree in a specific area of specialization such as construction management, water resources management, or similar.
*Masters Degree and 7 years’ relevant work experience, or Bachelor’s degree and 10 years’ relevant experience.
*Experience directly involved or leading implementation of water delivery infrastructure, including hydraulic design, development of tender documents (plans, bills of quantities, and technical specifications), and construction management within the TZ WASH sectors.
*Demonstrated experience managing engineering and construction teams, supervising office and field staff, managing budgets, etc.
*Experience leading detailed work planning and reporting.
*Experience delivering services in Tanzania, working successfully within a team environment.
*Excellent interpersonal and communication skills, verbal and written.
*Fluency in Swahili and English preferred
