OVERVIEW
The job of Program Officer is vital to Convoy of Hope’s efforts in Tanzania. To that end, COH Tanzania has created the position of program officer to strengthen and deepen its impact.

ESSENTIAL DUTIES & RESPONSIBILITIES
  • Using COH criteria in selecting program participants in-collaboration with community and government leaders.
  • Conduct monitoring and evaluation activities at Women’s Empowerment program sites.
  • Seek opportunities to build the organization’s impact among program participants.
  • Collaborate with field staff and management on program design and analysis.
  • In collaboration with PC community leaders; Identify, empower and work with community volunteers for projects sustainability.
  • Formation of partnership MoUs indicating mutual responsibilities.
  • Ensure quality performance to every program participant especially women in projects.
  • Ensure resource maximization during activity implementation (achieving more for less).
  • Produce and submit high-quality reports as demanded.
  • Facilitate training sessions for program participants.
  • Participate in the Planning, implementation, reflection and monitor of CFI, EG, WE and AG programs.
  • Coordinate volunteers in collaboration with field staff and country director.
  • Attend other assignments delegated by the National Director.
  • Troubleshooting of problems/challenges that arise in the field.
  • Demonstrate core values of the organization in daily life.
  • Facilitate and supervise community volunteers training sessions.
  • Facilitate data collection to manage process and accomplishments.
  • Participate and contribute in the program monthly and quarterly meetings.
  • Communicate and address challenges and concerns from respective PCs in coordination and collaboration with District-level COH project partners.
  • Participate in CFI program baseline surveys, and mid-term reviews and evaluation as requested and planned by District Agricultural department (ME&L).
  • Contribute to development of innovative methods that enhances CFI objective achievement.

  • Masters or Degree in community development or closely-related field.

REPORTS TO:

REPORTS TO National Director
OBJECTIVES OF THE POSITION
Agriculture component is vital to Convoy of Hope’s efforts in Tanzania. To this end, COH Tanzania has created the position of agriculturist to serve in its programs

The title of the position is Agriculturist aiming to support and strengthen the capacity of the Convoy Of Hope (COH) Programs field beneficiaries, District Agriculture Department and its respective staff at ward and village level to progressively take on and collaborate with CFI, EG, SD programs to improve sustainably.

AREAS OF RESPONSIBILITY
Implementation of Agricultural Activ ities (30%)
  • Identify opportunities to use agriculture and animal husbandry to improve the lives of COH program participants.
  • Teach and facilitate training sessions in agriculture-related topics.
  • Lead in development of secondary school agriculture clubs.
  • Produce high quality reports on agriculture activities.
  • Assist and advice on Convoy of Hope agriculture activities elsewhere in the Africa region
  • Work closely with the Local Government Agriculture department to provide support to the Extension officers and respective beneficiaries in monitoring and providing direct support to agricultural teachers and School Management Committees, and ensuring that mutually agreed plans are successfully implemented.
  • Harmonize COH plans not to duplicate those of the government but complementing the gaps
  • Analyze agriculture-related information in reports from Head Teachers, extension officers, and support the respective District to provide targeted support to underperforming, communities/schools.
  • Facilitate Target Community, Schools, District Agric Department and other key sector stakeholders to plan of agricultural activities at their level.
  • Organize, prepare and invite participants and facilitators to sensitization and training sessions and meetings.
  • Identify and quantify school garden input needs.
  • Facilitate distribution of inputs to respective school gardens and demo plots.
  • Ensure collaboration and consultation and team work with other stakeholders.
  • Organizing Programs and activities in accordance with the mission and goals of the organization
  • Developing a budget and operating plan for the programs.
  • Manage other programs team to effectively deliver as per their JDs and beyond.
  • Able to lead partnership formation with likeminded partners and development of MOUs/Contracts/Agreements Able to facilitate community level planning and produce Annual Operation Plan and Budget.
  • Able to plan and integrate Education, Health, Nutrition, livelihood, WASH programs as per COHT and HQ standards.
  • Enforced stewardship and accountability by ensuring that resources & assets were efficiently and effectively managed within the program/project. Monthly funding were requested on time, and spending was within acceptable standards.
  • Fostered networking relationships with existing local government institutions, faith based organization, Saving Groups, NGO’s, CBO’s, leaders and other key partners at central and local government levels to achieve the community wellbeing and especially for the most vulnerable children and their families.

Quality Assurance and Innovation (30%)
  • Facilitate and supervise community local facilitators training sessions.
  • Conduct follow-ups and supervision on training sessions.
  • Facilitate data collection to manage process and accomplishments.
  • Participate and contribute in the sector monthly and quarterly meetings.
  • Communicate and address challenges and concerns from respective Schools, Districts, wards and villages in coordination and collaboration with District-level COH project partners.
  • Supervise data collection from village and school demonstration plots in collaboration with Program volunteers and local government (e.g. number of school gardens, number of demonstration sites, type and quantity of inputs, productivity of school farms, quantity of food harvested delivered for school feeding etc).
  • Participate in CFI program baseline surveys, and mid-term reviews and evaluation as requested and planned by District Agricultural department (ME&L).
  • Contribute to development of innovative methods that enhances CFI objective achievement.
Documentation and Reporting (30%)
  • Ensure documented record and photos exists for key agricultural activities implemented in the project area.
  • Prepare and share monthly reports for agriculture sector activities at District level as required by the monitoring and Evaluation and Learning (ME&L).
  • Participate and contribute to monthly and quarterly sector meetings.
  • Document best practices and case studies/stories as they arise during implementation of activities in the field.
Representation (5%)
  • Represent COHT in regular meetings with CFI, Agric. & EG partners at District, ward or village level and share with CFI & Field Partnership Specialist & Program Officers, Interns and Part time staff the outcomes of such meetings.
  • A link of COHT programs staff and National director.
Other duties (5%)
  • Carry out other appropriate duties as assigned by COHT National Director

REPORTS TO

The program officer reports to the Tanzania country director. This program officer will work closely with other field staff and headquarters staff

Accountant
Accountant at Convoy of Hope April, 2024 JOB OPPORTUNITY
Title: Accountant
Department: Finance
Reports to: National Director
Schedule: Regular, full time

Purpose of the position:
To provide technical support on matters of financial management in COHTz Program through analytical review of programs budgets, reports, risk assessment on activities being implemented, financial performance management of the projects within the program area, internal controls, government financial related compliances and provides timely and accurate feedback for management informed decision making.

Major Responsibilities:
Key Outputs/Responsibilities (Accountabilities and results)
  • Budgets Development and Performance Control – Coordinate and Consolidate the budget preparations, review and timely submission. In collaboration with the Program Officers, ensure all the budgets spending are done as per the approved budget and activities and in line with COH policies, terms and conditions.
  • Capacity Building – Perform Financial Capacity Building Needs Assessment and ensures a Capacity Building plan is in place for Program staff and Partners. Conduct the capacity building to all the field staff and Partners.
  • Financial Reporting and Accountability – Preparation of the Financial Reports, Review and ensure timely submission of all the Financial Reports at the COH HQs and well filed at the field office. Conduct monthly Financial report reviews for reports accuracy and Program Management on Monthly basis.
  • Cash Management – Ensure that there is adequate cash management within the office and the programs have the target low cash balance at the end of each month. Perform Bank reconciliation on a monthly basis. Ensures all payments are made on time and in compliance with the COHTz and HQ Financial Management Policy/Manuals and procedures with the relevant / adequate support documents.
  • Audit Performance and Follow ups – working with COH HQ IP Accountant, Coordinate the Auditing exercise in COHTz office, Prepare timely audit responses based on the Auditors observations / recommendations, prepare the Action Plans to implement the audit findings and share with ND and Local Board members, make a follow up within the Programs on the implementation status on the audit findings.
  • Partners Management – Participate in conducting Partners assessment in terms of their systems and financial capacity before engagements and funds transfers to ensure they have the required minimum financial standards for working with COHTz. Conduct monitoring visits for review and capacity building, ensure timely funding and retirement of staff/partner’s advance, provide financial technical support to National Director in ensuring financial integrity of the organization.
  • Administrative Responsibility – Provide technical support on procurement/store/assets management to ensure efficiency & compliance and monthly analysis report (including maintenance and fuel cost) for management informed decision-making, and prepare report for National office monthly submission. Facilitate all the Procurements to all programs by ensuring adherence to COHTz and HQ policies and Procedures to support programs implementations. Review monthly staff payroll and ensure the Compliance to Laws and regulations, manage office phone calls, and correspondences(letters, e-mails, packages) manage drivers mobility schedules,
  • Manage all Balance sheet items including staff advances within the program as per COH policies. Review staff EERs for accuracy and validity of receipts. Ensure Fixed Assets Register is maintained and updated timely and inventories are reconciled.

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum Qualification required:
  • Bachelor Degree in Accountancy or related fields.
  • Experience: 2-4 years.
  • Preferred: BSc in Accounting, CPA.

Technical Skills & Abilities:
o Excellent computer skills in Excel,Word & Sun-systems software, o Demonstrated ability in supervision,
o Good planning and organizational skills.
o Tact and diplomacy in dealing with staff-related to work environment needs, o Ability to maintain effective working relationships with all levels of staff.

Required Knowledge, Skills, and Abilities
Minimum Qualification required:
  • Bachelor Degree in Accountancy or related fields.
  • Experience: One year and above.
  • Preferred: BSc in Accounting, CPA.
  • Excellent in Computer skills in excel and Quick books.
  • Active and growing personal call to ministry with a calling for children’s ministry.
  • At least 3 years of experience in children’s ministry, and/or education preferred.
  • Fluency in spoken and written English.
  • Ability to use Quick Book software, including but not limited to Gmail, Microsoft Word, PowerPoint, Excel proficiently, Sales force experience helpful.
  • Excellent verbal and written communication skills.
  • Strong organizational skills, ability to handle concurrent, multiple job tasks with exceptional abilities to manage details.
  • Excellent interpersonal communication and relational skills with the ability to work collaboratively on a team.
  • Serve as an advocate for the ministry, striving to nurture, broaden and develop financial and other resource, opportunities to support and expand organizational and program ministry.
  • Ability to positively represent the ministry of Convoy of Hope, including its mission statement and core values, to all outside constituencies.

Reports to

The accountant reports to the Tanzania National Director and and work closely to all the staff in Tanzania for smooth running of the programs.
