Renewable Energy Consultant for SACCOS | Awareness Raising & Product Development
TERMS OF REFERENCE
1.0 BACKGROUND
German Sparkassenstiftung Eastern Africa (DSIK) is a German-based NGO with global headquarters in Bonn, Germany, targeting poverty reduction through sustainable financial inclusion. In order to reach its goal, DSIK partners with local organizations to jointly conduct project activities, and the main interventions are targeted towards professionalizing and digitalizing the microfinance sector and SACCOS sector, increasing financial literacy, capacity development, and institutional strengthening.

In Tanzania, DSIK is currently providing advisory services to the Savings and Credit Cooperative Union League of Tanzania (SCCULT) and SELF MF. Project activities in Eastern Africa are not limited to Tanzania, but also include Burundi, Kenya, Rwanda, and Uganda. In Tanzania, DSIK is a registered International Non-Governmental Organization under The Non-Governmental Organization Act, 2002 made under Section 11 (1) and 17 (2) of Act No. 24 in 2002 with Registration No. I-NGO/R1/005.

2.0 OBJECTIVES OF THE PROJECT
The main objective of this project is to promote sustainable development in the SACCOs sector through the promotion of the use of Renewable Energy products. In this view, DSIK, by collaborating with its partner SCCULT (1992) Ltd, intends to create awareness about Renewable Energy within the SACCOS community. This effort aims to empower SACCOS members with the knowledge and resources necessary to harness the advantages of renewable energy and associated financial products.

3.0 SCOPE OF WORK
The assignment is expected to cover three awareness creation and training workshops on Renewable Energy in selected SACCOS in Tanzania Mainland, to be divided into three different centers/zones. Each workshop in each selected center/zone is expected to last for a maximum of three days.

The aim of the workshops is to cover the following areas:
(i) Introduction to Renewables and Opportunity-Risk Mapping
(ii) Mainstreaming approach and experience sharing through field visits
(iii) Renewable Energy Planning, Program and Critical Success Factors
(iv) Financing Opportunities for Renewable Energy
(v) Practical and Actionable Renewable Energy Solutions to SACCOS

4.0 KEY DELIVERABLES
The expected deliverables in this assignment are:
(i) Inception Report – This will include the overall approach/methodology to be applied and the timing of activities. The report should be issued no later than 7 days following the signing of the contract.
(ii) A Center Report: – This will include a presentation of findings and recommendations after completing the awareness sessions/workshops in each center/zone. The report should be produced within 7 days after completing the respective sessions/workshops.
(iii) Final Report – This report will include, among others, the suggested Renewable Energy Financial Products in each of the selected centers/zones, as well as an implementation plan for renewable energy solutions for SACCOS. This report should be completed within 14 days after completing sessions/workshops in all the agreed centers/zones.

5. QUALIFICATION AND EXPERIENCE OF THE CONSULTANT
The Consultant should have at least a master’s degree in a discipline relevant to renewable energy, environmental science, project management, or other relevant discipline. Candidates with bachelor’s degrees with adequate relevant experience in the Renewable Energy sector will also be considered.

The consultant should have relevant working experience in Renewable Energy projects, particularly:
(i) At least 5 years of working experience.
(ii) Excellent training skills in the renewable energy sector, preferably in Banks, Microfinance Institutions, and Cooperatives.
(iii) Adequate skills in project management, technical writing, capacity building, facilitation, and project implementation.
(iv) Experience in communicating effectively with a diverse team of partners.
(v) High ability in producing concise and analytical reports.
An eligible consultant may either be an individual or a firm.

6. MODE OF APPLICATION/BIDDING REQUIREMENTS:
Interested consultants should submit both Technical and Financial Proposals for this assignment, including the CVs of the responsible team. Financial Proposals should provide a breakdown of the awareness sessions/workshops per center/zone, and the bidders should be VAT registered with the ability to provide Electronic Fiscal Device Receipts (EFDs). The proposals should be accompanied by the Company Profile (for firms), Address (PO Box), Phone Number, Email Address, Physical Address, and list of both the previous and current Corporate Customers.
