The Catholic Diocese of Mbulu is situated in the northern part of Tanzania covering four administrative districts of Mbulu, Babati and Hanang in Manyara region and Karatu district of Arusha region.

The Diocese of Mbulu Development Department (DMDD) forms part of the social development arm of the Catholic church and operates under a registered legal entity (Reg. Trustees). We deal with planning, monitoring, evaluation and implementation various social development activities.

1. Project Officer-Monitoring, Evaluation and Learning (PO-MEL)

Duration of contract: Five years with possibility of extension based on satisfaction of performance

Overall job description
A Project Officer for Monitoring, Evaluation and Learning (MEL) is responsible for ensuring that all aspects of a project’s MEL activities are effectively and efficiently implemented. This includes designing and implementing MEL frameworks, developing and implementing data collection and management systems, analyzing and interpreting data, and reporting on project outcomes.

Some specific responsibilities of a Project Officer for MEL may include:
  • Designing and implementing MEL frameworks: The Project Officer for MEL is responsible for designing and implementing MEL frameworks that are appropriate for the project’s objectives and context. This involves identifying key indicators, developing data collection tools, and ensuring that data is collected in a timely and accurate manner.
  • Developing and implementing data collection and management systems: The Project Officer for MEL is responsible for developing and implementing data collection and management systems that are effective and efficient. This involves identifying appropriate data collection tools and methods, training project staff and stakeholders on data collection, and ensuring that data is properly stored and managed.
  • Analyzing and interpreting data: The Project Officer for MEL is responsible for analyzing and interpreting project data to identify trends, patterns, and areas for improvement. This involves using statistical analysis tools, creating data visualizations, and reporting on findings to project stakeholders.
  • Reporting on project outcomes: The Project Officer for MEL is responsible for reporting on project outcomes to project stakeholders, including funders, partners, and beneficiaries. This involves preparing regular progress reports, impact reports, and other project-related documents.
  • Ensuring adherence to MEL best practices: The Project Officer for MEL is responsible for ensuring that the project adheres to MEL best practices and standards. This involves staying up-to-date on industry trends and best practices, ensuring that project staffs are trained on MEL best practices, and making recommendations for improvements to MEL systems and processes.

Qualifications
The following are essential qualifications and skills required for the position:
  • Education: A bachelor’s degree in the relevant field such as statistics, Agriculture economics, social sciences, development studies, project management or any related field. A master’s degree in the same fields will be an added advantage.
  • Experience: Relevant work experience in monitoring and evaluation, research, or data analysis is usually required. At least 2-3 years of relevant work experience in the field of monitoring and evaluation
  • Knowledge: Knowledge of monitoring and evaluation methodologies, data analysis techniques, and project management principles is essential. Knowledge of relevant software such as statistical analysis tools and data visualization tools is also desirable.
  • Analytical skills: The ability to analyze data, identify trends, and make evidence-based recommendations is a critical skill for a Project Officer for MEL.
  • Communication skills: Excellent knowledge of the English language including strong written and verbal communication skills are essential, as the Project Officer for MEL will be required to prepare reports, present findings to stakeholders, and communicate with project staff and partners to the extent he/she is ordered to.
  • Problem-solving skills: The ability to identify problems, develop solutions, and implement changes is essential.
  • Organizational skills: The ability to manage multiple tasks, prioritize work, and meet deadlines is essential.

2. Project Officer – Agriculture
Duty station: This position is based in Mbulu town at the Diocesan HQ with frequent travel to project sites.

Roles and Key Responsibilities:
  • Planning and budget. The applicant will be required to prepare a project annual work plan and budget
  • Report writing: He/she will be required to write project periodic report according to donor formats and present it to the project manager of development coordinator
  • Promoting sustainable agricultural practices: To would work with farmers and rural communities to encourage them and implement sustainable agricultural techniques that optimize land use, conserve natural resources, and increase productivity.
  • Providing training and capacity-building: He/she are required to conduct workshops, training sessions, and demonstrations to educate farmers on recommended farming techniques, crop rotation, integrated pest management, and irrigation methods.
  • Supporting farmers’ group formation and strengthening: He/she will be required to mobilize farmers to form producer groups and savings and lending groups
  • Farmers’ access to bulk input and reliable market for agriculture produce: To assist farmers in accessing agricultural inputs like seeds, fertilizers, and equipment. Facilitating access to credit or subsidies and linkage with reliable off takers can be part of this process.
  • Capacity building of the lead farmers: To facilitate recruitment of the lead farmers and train them on technical content and their roles in the project implementation.
  • Monitoring and evaluation: Work closely with the project officer- MEL to keep tracking of the progress and impact of the implemented agricultural activities and facilitate reflection with farmers to note the impact and lesson learning.

Qualifications
  • Education: Bachelor’s degree in agriculture or related field
  • Experience: Proven experience in implementation of agricultural related or integrated community development projects, preferably in rural contexts with smallholder farmers; in-depth knowledge of sustainable farming practices, crop diversification, and pest management; experience in designing and implementing training programs and capacity-building initiatives in Kiswahili language for smallholder farmers. At least 3 years proven experience in the related fields. Basic knowledge in animal husbandry will be an added advantage
  • Knowledge of saving and lending: Familiarity with savings-led approaches and internal lending communities, including group dynamics and financial management will be an added advantage
  • Communication: Excellent communication and interpersonal skills to effectively engage with diverse stakeholders. Excellent verbal and written communication in English language is a pre-requisite.
  • Project management: experience in planning, budgeting, monitoring, and reporting is highly needed.
