END TERM EVALUATION FOR DAIRY 2025 CATALYST FOR INVESTMENT AND CLIMATE DAIRY FARMING PROJECT, TANGA TANZANIA

1.2 The Dairy 2025 Project
Our vision is a world in which all we produce, and all we consume, can sustain us while respecting the planet, each other and the next generations.
Today’s reality is that many producers and workers live in poverty and our biosphere and atmosphere are degrading rapidly. The dairy 2025, allows Solidaridad to work towards

sustainable commodity supply chains, with respect for people, planet and a fair share for everyone in the chain.
The smallholder dairy farming sector in Tanga Region involves around 6,000 rural families in the production of milk and meat. Most farmers are organized in 25 Primary Co-operative Societies (PCS) which supervise their Milk Collection Centers (MCCs). Tanga Fresh LTD (TFL)

livestock farming is part of Tanzanian culture and dairy is a (potential) high value product in an upcoming market, its current contribution to economic development is still limited. Important reason is the complexity of dairy farming as a fresh perishable product with high capital needs, high knowledge requirements and dependency on different services (feed, semen, veterinary). Although Tanga Fresh 1) has secured a market, 2) is able to process large quantities of milk 3) can bring this to scale and there is 4) the availability of heifers by Mruazi HBU to improve production, dairy farmers in Tanga still are not producing enough milk that will ultimately trigger exponential growth that will bring socio-economic development to the region, generate the needed income for families and enhance their food security.

Farmers often lack the services, technology, credit, knowledge and management capacity to transform their subsistence farming towards a business oriented and climate smart approach resulting in increased milk production per animal and farm in a sustainable way. Support and better access to services (feed, fodder, medicines, veterinary services) supported by credit facilities (pay back by milk payment) is an important condition for farmers to increase their production. A challenge is the arrangement of continuous support, fodder and services, preferably organized in current structures. In particular, current ‘progressive’ and ‘business oriented’ dairy farmers require additional support of knowledge, farm planning and farm data to get credit facilities (for bigger loans). Another important group is the potential (young) farmers with the ambition to develop a professional dairy farm, but lack land, skills and services. During the wet season milk supply goes up while demand goes down and during the dry season, milk supply goes down while demand shoots up. Shortage of fodder in the dry season is not only a problem for productivity, but also for fertility, growth of young stock and mortality. Lack of knowledge, time (in wet season) and machinery combined with no history of fodder production are important reasons. There is a lack of access to different credit facilities. A regular type of credit facility is to use milk payment to pay back small credits, for example, used for services. In the Tanga region most of the MCCs of the cooperative societies are not established for this service. For bigger credit, to be used for example for heifers or technology, farmers lack more detailed farm data and a farm plan. In addition, an insurance system can support by reducing risks in general and climate related.

We will realize this through four impact pathways;
1. Viable business model for Dairy Hubs: Where farmers are accessing service
2. Viable business model for dairy farm settlements for Youth
3. Farmers trained on good animal husbandry, Farmer App and develop their farm plans for future investment at their farms

2.0 OBJECTIVES OF THE ASSIGNMENT
Solidaridad seeks to learn from the Dairy 2025 Pilot, its projects and strategic choices, success and failures, so as to inform future strategic choices and strengthen future programming. An evaluation should also serve accountability purposes

To serve these two purposes, Solidaridad seeks to:
1. Document the expected and unexpected, positive and negative, outcomes and lessons learned so far of the strategy and approach, as implemented in the dairy 2025 pilot in general, and the project portfolio in particular, in the period 2018-2022.
2. Validate the assumptions in the ToC that can be used for designing future strategies.

The output of the evaluation is a report that documents the answers to the review questions, the progress made and results achieved as well as the learning that has taken place, including an overview of how the recommendations will be addressed. The report will also include recommendations for future strategic choices

3.0 DELIVERABLES

The overall purpose of this study is to assess the progress achieved against the project interventions and provide quantitative and qualitative interpretations on specific indicators as reflected in the project M&E plan and provide suggestions to the project to improve project support interventions in the project second phase. More specifically, the study strives to achieve the following objectives:
● To measure the positive and/or negative changes/outcomes taking place to the cooperative which is offering service through a dairy hub.
● Building from the previous production, to provide evidence of project success or failure
● The trend of milk collection at the Tanga fresh processing plant from 2019 to 2022
A. Establish collect data procedures to evaluate the transformational impact of the project on the ground during the final evaluations as per the project key performance indicators e.g. –
● No of farmers (HHs) with better access to affordable and quality services (feed, I, Veterinary, Extension, Finance)
● No of farmers with dairy cattle
● Raise in % average income per dairy farmer on milk sales
● Average increased volume of milk produced per cow
● Type of investment that has been done on farm since 2019
● No of farmers using Farmer App
● No of farmers that are accessing fodder from Mruazi
● No of farmers accessing service from Dairy hub /MCC

C. Validate the assumptions in the ToC that can be used for designing future strategies On Sustainability:
1. What are successes so far that can be scaled up? What opportunities are there to scale up?
2. Are the interventions durable and hence continued after the intervention? What is being done by Solidaridad and partners to ensure sustainability of outcomes?
3. To what extent is project Partners contributing to the implementation of good practice demonstrated by the project in future for sustainability of results?

Key Tasks/Activities

The study will be based on data and information gathered from both primary and secondary sources. Secondary sources would comprise relevant project documents, dairy sector, Tanga Fresh Limited, Mruazi HBU,Dairy Hub and individual farmers. Primary data will be collected from The dairy hubs, Farmers TFL, TDCU, Service providers working with Dairy hubs.

The detailed methodology and field work schedule will be finalized in consultation with Solidaridad and partner organizations. However, the consultants will ensure the following steps:
❖ Visit Project Office in Tanga hold meeting and present the inception report with proposed schedule of activity
❖ Draft an appropriate methodology for primary data collection and develop data collection tools that will be reviewed by Solidaridad and her partners.
❖ Present the methodology before Solidaridard and partners Team

The consultant will submit the inception plan together with evaluation tools within 7days after contract award.
● Present the methodology and work plan during the inception meeting
● Presentation of the summary of key components of the evaluation (scope, methods, findings, takeaway, etc.) during the validation workshop
● Hard and soft copy of the final report

5. Coordination and cooperation

Project manager will be involved in giving direction, ensuring quality and rigor of processes and products and making sure that Solidaridad safeguarding policies are respected throughout the evaluation. A structure for supervision and quality checking of data in the field is critical to ensure data quality, validity and reliability

6. Experts/Consultant’s Profile/

For the consultant performing qualitative evaluation, it is highly recommended to have an experience in working on nationwide surveys, baselines, evaluations and research. He/she will also need to provide sample works done with similar works as part of the technical proposal/inception report.

The consultant should have an extensive and demonstrated experience in facilitating and coordinating evaluation processes in the sphere of development works of Non-governmental and donor funded agriculture using qualitative and quantitative evaluation methods, research and analytical skills, and interpretation of results; hold a minimum of MA/MSc in Statistics, Agricultural Economics, Economics, agribusiness, Development studies, Community Development, Dairy Technology or related fields.

Team leader with Masters in Agriculture Economics /Animal Science/Dairy technology is an added advantage

7.0 CONSULTANCY PERIOD

The consultancy is expected to last for 20 days Man days
