JOB SUMMARY

Under the supervision of the World Health Organization Representative (WR), the incumbent will perform the function of Child and Adolescent Health Technical Officer. The incumbent will work closely and provide technical assistance to the Reproductive, Newborn, Child, Adolescent Health (RMNCAH) and related quality improvement including accreditation and patient safety programs of the Ministry of Health for Mainland Tanzania, Ministry of Health Zanzibar (MOHz) and Presidents’ Office Regional Administration and Local Government (PORALG) to plan, implement and monitor the progress towards achieving RMNCAH and quality of Care target. The officer is expected to also support the implementation of Nurturing care framework for Early Childhood Development (ECD), particularly within the Health System while working with the Ministry of Community Development and Gender to support the implementation of the Multisectoral program for ECD.

KEY RESPONSIBILITIES:

  • Facilitative availability of normative tools and practical guidance, increase technical capacity and coordination across government, frontline workers, WHO, and partners to support nurturing care while strengthening the enabling environment through advocacy, knowledge exchange and partnerships
  • In Collaboration with other partners in the context of Universal Health Coverage, Work with teams and related programs of the Ministries of Health and Ministerial Departments and Agencies (MDAs) at National, regional, and district levels to develop and implement strategies and approaches to improve Quality of Care (QOC) for Maternal Newborn and Child health including the establishment of Pediatric Death audits, Maternal, Perinatal Death Surveillance and Response(MPDSR) and also provide support in the design and implementation of interventions to monitor the growth of children 5- 18 years.
  • As part of improving Quality of Care, Support the establishment of an Accreditation mechanism for Health facilities and facilitate the availability and use of information on patient safety.
  • Familiarize and support review of national RMNCAH health policies, strategies, programs, and related legislation to ensure alignment with the Global Strategies and plans.
  • Coordinate Newborn, Child, Adolescent Health, and Nutrition activities and Technical working groups (TWG) forums in order to enhance partnerships and coordinate efforts by partners and stakeholders supporting the implementation of CAH and Nutrition interventions.
  • Provide technical assistance in the adoption, dissemination, and use of technical guidelines, standards, norms, and tools for CAH and ensure integrated service delivery in collaboration with other related programs such as PMTCT, HIV, TB, Immunization, malaria, NCD, Cervical cancer and Sexually transmitted diseases.
  • Facilitate effective partnerships and coordination mechanisms by liaising with UN agencies and other partners to support the MOH convening and coordination function and ensure harmonized technical assistance for CAH interventions while ensuring mainstreaming of gender equity and rights.
  • Provide technical assistance for the adoption of training approaches through on-the-job training, mentorship, and supportive supervision for CAH interventions at the National, regional, and district levels for corrective actions, results, and sustained positive changes in knowledge, competencies, attitudes, and practices for improving quality of RMNCAH services.
  • Support generation of evidence for CAH through identification of research priorities, participation in operations research and surveys and package and documenting the lessons a to inform RMNCAH programming and policy development
  • Participate in monitoring and evaluation of CAH programs to track progress in achieving the set targets for RMNCAH interventions
  • Prepare fortnightly technical and quarterly progress reports against agreed detailed work plan milestones.
  • Perform all other related duties as assigned by WHO Representative.

REQUIRED QUALIFICATIONS
Education
Essential:
University degree in Medicine from a recognized university
• First level university degree in Medicine.
• Postgraduate training in Paediatrics and child health, or Public Health

Desirable:
• Training in Monitoring and Evaluation or related is highly preferred
• Training in implementation research

Experience:
  • Essential Minimum of seven years of experience in roles related to Child Health, and health systems strengthening
  • Experience in planning, implementation, monitoring, and supervising health programs in
  • Experience in supporting the implementation of Child, Adolescent activities
  • Experience in producing technical reports or publications
  • Demonstrable experience in strategic program design and managing partnerships and stakeholders

Desirable:

• Practical experience in working with the Ministry of Health, Multi-lateral and bilateral organizations, and Civil society organizations. A minimum of 3 years of working experience in large public health projects, particularly for Maternal and Child Health would be an asset.

PLACE OF ASSIGNMENT
The National Professional Officer for Child and Adolescent Health will be stationed in WHO Country Office – Dar es Salaam, Tanzania.
