Key Responsibilities:
PURPOSE OF POSITION

Chief of Party (CoP)/ Programme Director (PD) will have overall responsibility for coordination of all project activities and staff. S/he will be responsible for technical leadership and administrative oversight of the program and will serve as the principal institutional liaison to the donor and local government entities. The CoP/PD shall have a keen understanding of the unique political dynamics and work carefully and collaboratively to support the various entities in (country of the grant). S/he will manage a team of senior staff, sub-recipients, and engagement with stakeholders and ensure quality, timeliness, and efficiency of all products and activities generated under the grant. The CoP/PD is expected to have strong leadership qualities and depth and breadth of technical and management expertise. S/he also provides strategic leadership and supervision of sub-grantees and sub-contractors while ensuring the security, feasibility, and sustainability of the program and contribution to Child wellbeing outcomes.

MAJOR RESPONSIBILITIES
Leadership and Program Management: 40%

  • Manage proactive and responsive relationship with grant donor in close collaboration with World Vision National Office staff
  • Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance
  • Supervise a team of senior level international and national staff with skills across a diverse set of technical areas
  • Ensure proper technical capacity of staff to manage complex donor-funded projects
  • Lead grant staff and short-term consultants
  • Establish and maintain effective project reporting, evaluation, and communication systems.
  • Submit timely accurate and professional reports that meet donor requirements. in addition to that COP should Establish clear and frequent communication regarding program progress and oversight management with the donor
  • Consistently look for more effective and efficient implementation methods and opportunities to increase impact
  • Participate and conduct on-going lessons learned with key staff and partners/sub-grantees.
  • Provide spiritual leadership to the grants team. Attend and participate in weekly chapel services and daily devotional meetings

  • Donor is pleased with grant implementation and views World Vision as a partner of choice and grant program results achieved on time and on budget, as agreed to in grant agreement.

Strategic Engagement: 15%
  • Liaise with local government officials, local communities, donor representatives and other stakeholders as appropriate

  • Participate, lead NGO – donor forum to represent WV, the project, and seek cooperation for joint advocacy opportunities
  • Represent WVT and engage and build strategic alliances with the National and County governments of the country, WVT Board, major donor agencies, WV Partnership, non-governmental agencies, churches and media.
  • Provide leadership, strategic direction and support to the team for developing and implementing a strong donor experience and acquisition of ministry funds.
End Results
  • Good donor relations support to program goals and implementation by key stakeholders
  • Positive impact on beneficiaries and strong stewardship of resources

Financial Management and Operational compliance: 15%
  • Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits
  • Escalate grant management issues early and openly; resolve grant management issues quickly and fully.
  • Ensure efficient and effective organizational practices that result in successful financial and operational audit scores.
  • Ensure action planning and execution to resolve audit findings in an agreed and timely manner. Undertake appropriate reporting of audit results and actions.
  • Ensure strong financial compliance through timeliness and completeness of financial reports.
  • Ensure strong operational compliance through timeliness and completeness of program/project reports.
  • Provide direction for integrating private and public funds to maximize results and respond to community needs in most effective and efficient way.
  • Manage overall financial integrity of the program to WV Support Offices donors, the government and other stakeholders.
  • Provide overall strategic leadership and initiative for identifying and securing financial resources to support the program.
End Results
  • Audit reports indicate low risk findings
  • All program expenses are compliant with WV and donor requirements
  • NO, SO, RO and donor staff assured that appropriate measures have been taken.

Resource Development and Management: 30%
  • Research new funding opportunities and develop and write funding proposals, if second phase of the grant or cost extension is planned
  • Close cooperation with NO GAM lead for implementation of the GAM objectives as well as close collaboration within the NO GAM Unit on donor positioning, lessons learned, grant health and quality improvements
  • Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and SO staff.
  • Explore opportunities and facilitate Resource Development business planning. Align with regional and local Grants.
  • Acquisition and Management (GAM) team objectives.
  • Implement an effective National Resource Development strategy and implementation plan to generate funds locally.
  • Execute plan to generate funds from a variety of donors.
  • Implement long term and short-term programs that create new opportunities for acquisition, retention and transformation of a diverse set of private donors.
  • Ensure strong external engagement and visibility of WV Tanzania to help promote its work to key donors and acquire greater levels of resource for ministry from a diverse set of donors.
  • Ensure strong grants management to create trust and engagement with the donor for accessing future resources and increased credibility.
End Results
  • Grant is delivered on time and within allocated budget
  • Financial reporting is accurate and delivered on time

KNOWLEDGE, SKILLS AND ABILITIES
Required Professional Experience

  • Proven ability to manage technical assistance teams
  • Knowledge of and familiarity with international assistance program requirements, preferably DONOR and/or other funding agencies (Global Fund and other multilateral agencies); their policies and regulations
  • Keen understanding of the unique political dynamics of the country and ability to work carefully and collaboratively to maintain productive relationships with the various government entities in (country of the grant)
  • Proven ability in the management of large integrated grant-funded projects in developing countries
  • Familiarity with DONOR programs, their history and their development; mastery of DONOR regulations governing such programs
  • Ability to integrate teams of professionals around common goals
  • Demonstrated accomplishment in working with host-country professionals, ministries and with donor colleagues in country
  • Strong presentation and report writing skills

Required Education, training, license, registration, and certification
  • A Master's degree in related field or equivalent qualifications in grant management and a technical field in developing countries
  • 10+ years of extensive international development experience managing large grant-funded projects
  • Experience in managing inter-agency consortiums is preferred

Preferred Knowledge and Qualifications
  • Experience of leading large and diverse teams
  • Experience in leading and managing large grants in a complex environment.
  • Experience as a CoP/PD or senior expert advisor required
  • Experience managing sub grants and contracts under grants for complex projects

Travel and/or Work Environment Requirement
Work environment:
Office-based with frequent travel to the field
Travel: 50% Domestic travel.
On call: 5%
