The TA is financed by the Korea-World Bank Partnership Facility (KWPF) and will be implemented by the World Bank in close collaboration with the Ministry of Lands, Housing, and Human Settlement Development (MLHHSD). The objective is to support the MLHHSD in its effort to scale up investments in the land administration sector through the production and dissemination of knowledge on how to implement a digitally enabled spatial data infrastructure and modern land administration system in Tanzania.

The focus of the consultancy being advertised is to provide technical assistance on the collection of field data and the management of a major program to issue certificates of rights of occupancy, certificates of customary rights of occupancy and residential licenses on a mass scale.

The consultant is expected to provide impartial and honest advice on all aspects of the TA that have to be implemented taking into account the Tanzanian context. A major part of the work will require strategic thinking and practical arrangements for the management and delivery of the major program for issuing certificates and registering property rights in an efficient and sustainable manner.
