Health Policy Plus (HP+) is a USAID-funded, seven-year, $222 million project awarded to Palladium on August 28, 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health (FP/RH), and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities.
Under predecessor USAID and other donor-funded projects, Palladium and its partners have worked with Tanzanian partners and stakeholders to improve the enabling environment for FP/RH, maternal, newborn, and child health, and HIV services. In the past decade, for example, Palladium (as Futures Group) led the USAID global Health Policy Initiative (HPI, 2005-2010) and Health Policy Project (HPP, 2010-2015), which were both active in Tanzania. HP+ is currently implemented by Palladium in collaboration with Avenir Health, Futures Group Global Outreach, Plan International USA, Population Reference Bureau, RTI International, ThinkWell, and the White Ribbon Alliance for Safe Motherhood.
In July 2019, the Tanzania MOHCDGEC launched its second FP costed implementation plan, i.e., the National Family Planning Costed Implementation Plan (NFPCIP) 2019-2023. Specifically, the NFPCIP 2019-2023 aims to increase Tanzania’s modern Contraceptive Prevalence Rate (mCPR) among all women from 30% in 2019 to 40% by 2023 (and from 36% in 2019 to 47% by 2023 for married women). Disciplined execution of the NFPCIP 2019-2023 is imperative to advancing national goals and commitments. Since 2017, the HP+ project has been supporting the RCHS to monitor performance of the NFPCIP, track resource mobilization and facilitate engagement and resource mobilization for FP from local government authorities.
Primary Duties and Responsibilities:
Period of Performance: November 16, 2021 to March 31, 2022
Palladium is seeking a short-term Consultant to provide technical assistance to the Reproductive Health and Child Health Section (RCHS) of the Ministry of Health, Community Development, Gender, Elderly, and Children (MOHCDGEC) on executing their NFPCIP 2019-2023.
HP+ envisions the consultant working between 10 to 60% time during the consultancy period. The consultant will work with different stakeholders, including representatives from the government, implementing partners, civil society, and development partners.
Provide technical assistance to the RCHS to support CIP execution, including in the areas of performance monitoring, governance and coordination, and resource mobilization efforts.
Finalize updates to, and support use by stakeholders of, the web-based CIP Progress Monitoring Database (PMD) to serve a dual purpose to inform stakeholder joint planning and coordination, and performance monitoring of the CIP
Supports coordination and capacity building efforts for civil society organizations (CSO) in championing family planning advocacy efforts, in areas such as: policy communications and negotiations, coalition building, budget advocacy, generation of high-quality evidence to support advocacy efforts to advance goals for sustainable financing for the FP program.

- Master’s Degree or higher in public health, public policy, political science, public administration, communication, or a related technical degree
- Demonstrated extensive experience of the Tanzania family planning program and stakeholders. Strong network within Tanzania’s health sector, family planning program, and a good understanding of key players and stakeholders, including in-depth knowledge of MOHCGDEC and professional experience with USAID programs
- Experience with performance monitoring and gap analysis for Costed Implementation Plans
- A minimum of 7 years of work experience required in family planning policy and advocacy, preferred.
- Extensive knowledge of family planning policy and advocacy issues in Tanzania.
- Strong diplomatic, interpersonal and networking skills, ability to work well with government counterparts, consultants, and within a cross-cultural and virtual team.
- Experience managing consortia and partnerships, particularly involving CSOs.
- Understanding of governmental structures and processes in Tanzania; understanding of current family planning policies and programs in Tanzania.
- Demonstrated skills in capacity building, mentoring, and organizational development.

- Fluency in English and Kiswahili required.
- Strong written and oral communication skills for high-level policy audiences.
- Only Tanzanian nationals will be considered. No international benefits will be offered.
- Ability and willingness to travel within Tanzania.

Evaluation Criteria
Experience (30%)

- Extensive knowledge of family planning policy and advocacy issues in Tanzania.
