Position: Shule Bora (Quality School) Programme - Deputy Team Leader - Operations
Chemonics seeks a Deputy Team Leader - Operations for an anticipated multi-year, DFID-funded education programme in Tanzania. Shule Bora seeks to improve quality, inclusiveness, and safety of learning for all 11.5 million girls and boys in government pre-primary and primary schools in Tanzania. In addition to providing support to government systems at the national level, Shule Bora will provide additional focused support to an estimated 4.4 million children in 9 regions.
The Deputy Team Leader will guide the programme’s operational implementation, as deputy to the Team Leader (TL) and act as the TL in their absence. The position will be based in Dodoma and will require some travel to other parts of Tanzania. The project is expected to start in March 2021 and conclude in March 2027.

Responsibilities include:
General management, client management and stakeholder engagement:
  • Supporting the TL in the day to day management of the programme, including managing relationships with DFID, other donor-funded programmes, and the Government of Tanzania (GoT)
  • Supporting the TL in representing the programme as necessary to the Ministry of Education Science and Technology (MoEST), the President’s Office Regional and Local Government (PO-RALG), the Ministry of Finance and Planning (MoFP), the President’s Office for Public Sector Management (PO-PSM), the Tanzania Institute of Education (TIE), National Examinations Council of Tanzania (NECTA), Regional Governments, District Governments, and, other key stakeholders
  • Managing staff in a matrixed system with a focus on adaptive management
  • Performing other duties and responsibilities, as required
Recommended:

Programme Management, Operations and Finance:
  • Maintaining quality control over all project operations, ensuring performance targets are met and that deliverables outlined in the programme contract are completed in a timely manner and in adherence with Value for Money, DFID and Chemonics regulations and procedures
  • Working with the TL in programme work planning, budget, performance management, risk management, monitoring and evaluation, and strategic communications
  • Supervising day-to-day field operations (including the programme’s facilities such as office space (central office in Dodoma and 9 regional offices), equipment, and programme vehicles), administration, logistics, procurement, budgeting and financial accounting
  • Supervising the daily financial operations of the programme, including cash flow management, time sheet recording, financial reporting, and monitoring of budgets, and expenditures
  • Working with the GoT to ensure that, where possible, funding for interventions is channeled through GoT budgeting and planning processes
  • Managing communication and agreements with subcontractors; providing day-to day monitoring of deliverables (technical and financial) and compliance with Chemonics and DFID regulations
  • Handling all human resource and personnel management issues and tasks, including recruitment of local staff, administration of local staff leave and benefits, local staff care and professional development, and performance management and review
  • Establishing business conduct standards and procedures in compliance with Chemonics and DFID standards, and ensuring staff are regularly trained on this, including the establishment and use of systems and internal controls to reduce risk and exposure to vulnerabilities
Technical assistance:
  • Supporting the TL to identify programme technical assistance needs, develop suitable scopes of work and recruit staff/consultants, as well as lead on executing technical assistance contracts
  • Overseeing and reviewing technical outcomes and deliverables
  • Promoting quality assurance and quality improvement for technical activities
  • Supporting the development of the monitoring, evaluation, and learning plan and ensuring linkages between evidence generation, global debates, and country actions

Qualifications:
  • Bachelor’s degree in education, social science, international development, project management or a related discipline is required. Advanced degree in relevant discipline is preferred
  • At least eight years of professional experience managing large (£15m+), complex, projects in developing countries, including at least four years as a Project Manager, Deputy Team Leader or Deputy Chief of Party (Operations), ideally for a DFID funded project
  • Experience leading large teams and managing programmes that achieve results, with a focus on adaptive management
  • Proven project management skills, ideally with a project management qualification
  • Experience of and ability to collaborate and build partnerships with host country governments, UK government agencies, donor agencies and international organisations
  • Knowledge and experience working on donor-funded education programmes would be preferred
  • Experience managing and coaching direct reports
  • Demonstrated leadership skills, versatility, and integrity
  • Experience in Tanzania or East Africa is required
  • Excellent written and oral communication skills
  • Fluency in English is required. A working knowledge of Swahili is strongly preferred
