METHODOLOGY AND EXPECTED OUTPUTS
The consultant is expected to conduct a thorough desk review of all relevant Government and MOHCDGEC documents with special focus to IVD Program. He will conduct at least two meetings with stakeholders, conduct several meeting/workshops with MOHCDGEC IVD Program in order to fully engage them in the immunization policy development and prepare summary presentation of the final product and present to ICC and other immunization partners.

SPECIFIC TASKS
Generally, the consultant will develop a policy guideline for Immunization Program in Tanzania. The consultant will undertake the following specific tasks:
  1. Develop inception report  that will inform the activity of developing immunization policy guideline including the process, timeline and budget
  2. Review existing policies, guidelines and SOP of MoHCDGEC Immunization Program
  3. Liaise with MoHCDGEC Policy section and ascertain appropriate directions
  4. Liaise with MOHCDGEC and IVD resource personnel, Immunization partners and relevant public and private sectors involved in Immunization services and seek inputs/guidance in developing immunization Policy
  5. Conduct workshop with MoHCDGEC Immunization section in developing Immunization policy guideline
  6. Conduct stakeholders meeting with wide actors in immunization services and gather inputs in developing Immunization policy guideline
  7. Regularly participate in workshops and meeting of the Immunization program and provide feedback for the development of Immunization policy guideline

EXPECTED DELIVERABLES
Expected outcome:
Immunization Policy Guideline that is country specific that inform current and future implementation of Immunization services in Tanzania.

3.Report of the first workshop with stakeholders for development of Immunization Policy guideline

4. Report of the final stakeholders meeting and final draft of the policy guideline 10 days Make a presentation to ICC and submit the draft document to UNICEF and MOHCDGEC 25%
CONSULTANCY TIME FRAME
This consultancy is expected to commence on the first week of April 2020 and final report submitted by the second week of September 2020.
To qualify as an advocate for every child you will have…
  • An advanced university degree (Master’s or higher) in health, social sciences or related field. Preferably a higher degree encompassing knowledge of public health, policy, management and health system strengthening.
  • A minimum of 7 years of progressively responsible experience in developing policy, guidelines SOPs, etc.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Knowledge of the Tanzanian mainland and Zanzibar context and EPI program.
  • Excellent facilitation skills, negotiation skills and oral and written communication skills.
