Job Position: Executive Director

Estimated Annual Gross Salary: TZS. 72,000,000/=
Contract Duration: 18 month contract with the potential for extension based
on fundraising progress

Organization Background: 
The Federation of Disabled Peoples’ Organisations (SHIVYAWATA) is inviting applications for the mentioned title from highly esteemed individuals of senior calibres. SHIVYAWATA was established in 1992 with the focus of coordinating the disability movement in Tanzania by bringing together all disability focused organisations to stand with one voice for the right of persons with disabilities (PWDs) in the country. Its work revolves around advocacy, awareness raising and sensitization, policy analysis focusing on influencing policy change, research, training, modelling services and programmes for PWDs, networking and partnership building and availing assistive aids and devices. SHIVYAWATA is a vibrant umbrella organisation which is highly respected by the government, CSOs, foundations, bilateral and multilateral agencies, religious organisations both locally and internationally. It has national structures, subnational units at regional and district levels which are working as coordination, advocacy units and information sharing upwards and vertically among themselves.

Job Summary:
This is an exciting time for someone to join SHIVYAWATA. The Executive Director position is currently vacant so there is a lot of potential for the successful candidate to make a huge difference to the organisation. Some of key goals for the Executive Director over the coming 18 months will be to:
  • Develop a strategic plan for SHIVYAWATA for the next 3-5 years collaboratively with members and strategic partners 
  • Build and implement an operational plan that aligns with the strategic plan 
  • Improve operations with a particular focus on governance, finance and team management and development 
  • Develop a fundraising strategy and implement this in line with budgetary needs 
  • The Executive Director shall be responsible for SHIVYAWATA operations in Tanzania by ensuring the vision, mission and objectives are achieved successfully.
  •  The Executive Director shall lead and manage all of SHIVYAWATA’s operations and provide close support to Disability Persons Organizations (DPOs) and shall be accountable to increase SHIVYAWATA’s relevance to the community and to its diverse DPOs members. 
  • The SHIVYAWATA Board delegates responsibility for management and day-to-day operations to the Executive Director, and s/he has the authority to carry out these responsibilities, in accordance with the direction and policies established with and approved by the Board and the regular guidance from The Secretary General. 
  • The Executive Director will provide direction and enabling to the Board as it carries out its governance functions. 
  • The Executive Director will report to the Secretary General for SHIVYAWATA’s day to day operations. 
  • The Executive Director will be based at the SHIVYAWATA head office where s/he will pursue this full time role. 

Main Responsibilities:
Lead Strategic Planning and Management of SHIVYAWATA
  • Develop a new strategic plan in collaboration with the board, members and strategic partners 
  • Implement and review SHIVYAWATA’s Strategic Plan, its priority areas and monitor key outcome indicators. 
  • Coordinate SHIVYAWATA’s self-diagnosis, annual operational performance review and follow up recommendations to ensure compliance. 
  • Develop annual and multi-year plans and budgets for all programmes and produce high quality and timely reports 
  • Enable and strengthen the network of partners interested in working within the disability sector across the country including through regional meetings 

Manage Programmes and Projects
  • Provide direction and management for the development and implementation of all programmes 
  • Guide the organization in monitoring programme plans, implementation and goals 
  • Facilitate special projects especially those requiring multi-functional teams 
  •  In consultation with The Secretary General, he/she shall develop and/or review all contracts with external partners in support of projects as designated in the constitution and other working documents of SHIVYAWATA 
  • Supervise implementation of work plans and development plans 
  •  Identify project opportunities with DPOs and in line with national development plans 
  • Guide and coordinate joint project and/or multi-year planning processes with DPOs and partners, ensuring the quality and sustainability of results in line with SHIVYAWATA and donor requirements 
  • Ensure high quality project and programme plans with effective delivery and fulfilment of objectives and utilization of budgets 
  • Promote programmes and services that are produced in a cost-effective manner while maintaining an acceptable level of quality 

Fundraising and Communication
  • Establish an effective and sustainable fund development programme and enable the Board to participate actively in the fund development process 
  • Design, implement and monitor a viable fundraising plan, policies and procedures 
  • Participate actively in identifying, cultivating and soliciting donor prospects 
  • Ensure all funding commitments are fulfilled including transparent and timely reporting to funders 
  • Work with the Board to ensure financing to support short- and long-term goals 

Advocacy and Representation
  • In full engagement with leaders he/she shall hold advocacy work for engagement of government ministries and NGOs to mainstream disability policy articulations and other interventions for PWDs 
  • Manage engagement with national alliances, partners and in particular DPOs to define and support national advocacy priorities 
  •  In consultation with leaders, he/she shall engage with elected representatives at national and sub-national levels in identifying opportunities to provide meaningful technical support to parliament, political parties, electoral commission, Councillors and full councils 
  •  Engage in country socio economic and political analysis for understanding and interpreting issues into practical programming from a disability perspective. 

Operations and Compliance
  • Manage operations and ensure a smoothly functioning, efficient organization 
  • Ensure programme quality and organizational stability through development and implementation of standards and controls, systems and procedures, and regular evaluation 
  • Ensure timely statutory and legal compliance and complete relevant monthly and annual returns for SHIVYAWATA to relevant authorities 
  • Develop policies where necessary and ensure SHIVYAWATA policies and guidelines are complied with by all staff 

Financial Management and Procurement
  • Oversee the financial activities of SHIVYAWATA including budgeting, reporting and auditing 
  • Develop annual budget for SHIVYAWATA in line with annual operational plan 
  • Develop procurement policy for SHIVYAWATA and ensure its compliance 
  • Review and update SHIVYAWATA financial policy, risk management framework and ensure its effective implementation 

Human Resource Management
  • Develop and implement Human Resource policy for SHIVYAWATA 
  • Ensure a diverse and inclusive work environment that recruits, retains and supports quality staff and volunteers including establishing processes for selecting, development, motivating, and evaluating staff and volunteers 
  •  Recommend staffing to the Board and, based on Board approval, recruit personnel, negotiate contracts, and see that appropriate salary structures are developed and maintained 
  • Specify accountabilities for management personnel (whether paid or volunteer) and facilitate, compile and analyze performance management review for SHIVYAWATA staff 
  • Provide mentorship and supervision to SHIVYAWATA’s youth and women department 

Governance
  • Advise the Secretary General on governance challenges for inclusive development 
  • Work with the secretariat in strengthening democratic institutions to become more inclusive and accountable 
  • Coordinate efforts to strengthen and support DPOs and movements 
  •  With involvement of leaders he/she shall ensure effective vertical integration between community level project work and national and global advocacy work 

Board Administration:
  • In consultation with leaders, he/she shall organize Board meetings, take Board minutes during meetings and maintain a record of the minutes 
  • Follow up of the Board resolutions made during the Board meetings and ensure that they are implemented in a timely manner 
  • Organize, facilitate and coordinate the Board sub-committee meetings to ensure they take place before the full Board meetings 
  • Organise Board papers, including a quarterly Directors Report, in a timely and accurate manner and ensure that Board members receive adequate information 
  • Organise and facilitate key training sessions for Board members and orientation for new Board members. 
  • Responsible for implementation of the Board work plans and Board development plans 
  • Respond to all other Board issues and requests 
  • Ensure Board members are updated regularly between meetings and given guidance and access to all policies

Qualifications

  • Master’s degree with more than 5 years’ experience in Management positions with expertise in Social Development and inclusive Programmes. Five years experience in the disability sector is an advantage. 
  • Education background in the fields of Management and Business Administration, Social Science and Humanities, Development Studies, Law, education or any related field. 
Experience:
  • Demonstrate critical competencies in four broad categories: commitment to results, fundraising, leading change, and motivating others. 
  • A track record in managing delivery of community based services (for People with Disabilities an advantage) 
  •  Experience with policy, advocacy and capacity building of not-for-profit organisations to enhance their effectiveness in the provision of services, especially for People with Disabilities. 
  • Experience with fundraising and resource mobilisation; proposal and report writing skills and the ability to prepare annual and multi-year financial budgets 
  • Experience in the field of philanthropy, not-for-profit management and governance, and community relations is preferred.

  •  Ability to maintain effective working relationships with all levels of staff, SHIVYAWATA Board and other stakeholders. 
  • High level of confidence, confidentiality and ability to work independently with minimal supervisión 
  • Computer skills in Ms. Excels, Ms. Word, Ms. PowerPoint & Ms. Access 

The Executive Director will be involved in regular travel to upcountry for trainings, advocacy and awareness engagements, support sub-national structures, outreach visits to grass-root communities.
